Trying the locals is the only thing I would suggest. You would have credibility as a former local. I doubt the files contain anything except maybe one or two names, and that could be invaluable in knowing where to start asking and who to reference. The best bet is perhaps a 20-30 year old local from 1993 that stayed in the area and might now have a bit of a conscience to say something 50-60 years old...
There are many theories floating around: botched drug transaction, accidental falls off cliffs, running away (without his necessary medications by the way), his wallet was found in a small pond in town, his body was in a larger lake right next door. of the Island...
