I don't have any experience in doing this, but I'm wondering if making a FOIA request to the county sheriff and coroner might give us some more useful information. It seems like this could be solvable, especially since he had a recognizable face. I wonder if the files include postmortem photos.

He didn't. It says he was in the water for 2-4 weeks and his hair and eye are "unknown"
