PIERCE COUNTY, Wash. — A Pierce County couple is accused of trying to kidnap a child and sell them for sex, and they allegedly had nearly 650 files of child sexual abuse on their digital devices.

According to investigators, William James Moore and Hailey Rose Davidson, both 28, stalked families with young children in hopes of drugging and kidnapping the kids.

Deputy Carly Cappetto with the Pierce County Sheriff’s Office said the planned kidnapping was imminent.

“That couple planned to kidnap a child and do horrific, sexual crimes with this child or exploit them and use them in sex trafficking-type crimes,” Cappetto said.

According to court documents, when detectives served a search warrant, they found several handwritten notes from Davidson to Moore about how they should go about the kidnapping.

Court documents filed Nov. 17, 2025, in Pierce County court outline the investigation into Hailey Rose Davidson, 28, and William James Moore II, 28. Prosecutors say both are accused of conspiring to kidnap a child, create and distribute child sexual abuse materials, and plan sexual offenses against minors. The two appeared in court Monday afternoon and are being held on $2.5 million bail each.

According to FOX 13 Seattle, the case started when the National Center for Missing & Exploited Children issued a CyberTipline reporting hundreds of illegal child sexual abuse images uploaded to Google between 2024 and 2025. According to court documents, detectives traced the uploads to a joint Google account belonging to Davidson and Moore, leading investigators to their home in Yelm.

A Yelm couple has been charged with attempted kidnapping, attempted first-degree child molestation, and multiple counts of possessing child sexual abuse materials, according to court filings released on Monday, FOX 13 Seattle reports.

Very scary to know people like this exist, Yelm is such a small town. This reminds me of Lindsey Baum's case, sadly whoever abducted and killed her has never been caught.

Yes NCMEC saved a child, no doubt in my mind these two would have done what they planned to do.
