What constitutes an Insider Poster?

Is having a copy of a purchased, redacted police report - available to anyone - akin to being an "Insider Poster"? I posted something containing this and it was immediately deleted because I was an Insider Poster. Just curious. Thx!

All the Rules forums seemed to be locked so I will post this here.

I suggest a new rule that members shall not tell other members to become verified. This seems to be the very first, and highly annoying, message everyone posts whenever a member mentions knowing a person. "Oh, you have to be verified, go here, do this, its the only way." Its annoying to all. Let's just stop it.
