Racine police need your help finding 78-year-old Cesario Cisneros. Cisneros was last seen walking his dog near the intersection of Roe and Howland Avenues around 2:00 p.m. on Tuesday. Cisneros only speaks Spanish and he believes he lives in Chicago.

Cisneros was last seen wearing a black sweater, black dress pants and black boots.

yes, I just changed it. Sometimes I click on a link then scroll and read other stories but forget that the URL changes and don't scroll back up. This has happened a few times to me.
