Could be. Boat ramps can be marked and unmarked. I grew up on a river; most of our neighbors had row boats or canoes that they just pushed into it and paddled off. Those who didn't have property on this river used a public boat ramp.

That was drilled into me as a kid: if you go somewhere with a friend, don't leave without them. This guy might be alive if he wasn't left at the bar.
