The Milwaukee Police Department Saturday issued a “critical” missing persons alert for a north side man with a brain injury that causes confusion and alters his sense of time.
Police describe James E. Starks as a black male, 47 years old, 6 feet tall, 160 pounds, with black hair, brown eyes and a tattoo with the name “Paige” on his right arm.
Starks was last seen wearing a maroon fleece, gray jeans and black tennis shoes. Starks has been missing since Friday night from a residence in the 5200 block of W. Keefe St., according to Sgt. Charlene Kennedy of the Sensitive Crimes Division.
