I've been completely ignored by law enforcement with this question. Maybe one day someone will stumble across this site and get some answers.

Should anyone be able to get a hold of law enforcement on this, please do me the favor of asking them this. I cannot get a hold of LE, but if you do, have them ask homeland security about this.
