No TOD, however the article mentions authorities were able to determine the Thornton gas station rewards card was used (address listed in article) between December 2012 and January 2014. All purchases were made with cash.

Those keys have a lot of rust on them - any possibility they were in the lake? Were any other found articles discovered to have some kind of water damage to them?

I think the remains washed ashore. I wondered why no shoes were mentioned in the article and that would make sense with a drowning victim rather than someone falling over the cliff. The elements would rust the keys whether they were in years lake a or not.

At a news conference Tuesday, Kenosha County Sheriff David Beth said that due to the condition of the remains found on Dec. 28, nothing from foul play to suicide to an accident has been ruled out, but he added, "Someone knows who this is."
Kenosha County Medical Examiner Patrice Hall said those transactions occurred at the Waukegan Thornton's between December 2012 and January 2014. Authorities said Thorntons surveillance tapes from that time period had long since been recorded over before the investigation started.
Beth and Hall said the find leads them to believe the person either made multiple visits to that station, or perhaps lived in Waukegan for a period of time
.

Waukegan police said they have received no missing person reports fitting the situation, and the same is true for other police departments contacted in parts of Illinois and across Wisconsin, Beth said.
She said that the Reebok sweater found with the body was likely made in 2015, according to the sports shoes and apparel company.
The person was wearing an triple-extra large jacket and the rest of the clothing was extra large, Hall said
Beth said the Lake Michigan current in the area generally runs from north to south, and that officials were initially focusing on areas north of Kenosha County, including a missing kayaker from Port Washington who has since been ruled out.

Authorities are asking anyone with possible information about the body to contact the Kenosha County Medical Examiner's Office at 262-653-3869.

This is a complete long shot, but there is an interesting Illinois case in Namus from March 20th, 2010. Joel A. Moore went missing from Williamson County, Illinois, with his white 1990 Cadillac Deville.

Perhaps he could have decided to leave his life, live in a different area for a while and then somehow ended up at the above location? The fact that all purchases at the store were made with cash is interesting; it could mean nothing but could also mean a deliberate non-use of credit cards or checks.

Human remains found at the bottom of a bluff on the shore of Lake Michigan in December have been identified as those of a missing Waukegan, Ill., man.

According to the Kenosha County Sheriff’s Department, the person was identified as Jonce Robinson Jr., 38.
Sgt. Mark Malecki said media coverage of the discovery of the remains and description of the clothing and belongings led Robinson’s family members to reach out to authorities.

Malecki said DNA from family members were compared with DNA from the skeletal remains, with testing done by the University of North Texas Center for Human Identification.

The cause of Robinson’s death is unknown.
“This brought closure not only to Jonce’s family, but to the long hours put in by the Kenosha County Sheriff’s Department detectives and the Kenosha County Medical Examiner’s Office,” according to a statement from the Sheriff’s Department.
Robinson was last seen by his family in March 2016.
