William's nickname is Billy. He has been diagnosed with ADHD and Bipolar Disorder.
Billy was last seen in Juno Beach, Florida on May 5, 2013. At the time, he was enrolled in a residential center for troubled teens. He and a group of other boys had gone on an outing to the beach. Billy was last seen floating in the ocean around 4:30 pm. When the others came to shore, Billy wasn't with them. His clothing and wallet were left on the beach. An extensive search turned up no sign of him.
