WORLDWIDE - Terrorist threats and scares

"Propagandists for al-Qaeda have urged their followers in the West to commit mass murder by derailing 'vulnerable' trains with a homemade tool.

The Islamist terror group laid out its plan in an article titled 'Train Derail Operations', which was published in the latest issue of its magazine Inspire.

Would-be murderers are told: 'It is time we instill fear and make them impose strict security measure to trains as they did with their Air [sic] transportation.'

ROTTERDAM, Netherlands — Alerted by a detailed tip from Spanish colleagues, Dutch police arrested a 22-year-old man early Thursday and said he was suspected of preparing a “terrorist attack” on a concert by an American rock band.
The arrest in Brabant province, south of Rotterdam, came hours after police cancelled a performance Wednesday night by Los Angeles band Allah-Las at a converted grain silo in the heart of the port city.

LONDON — British counterterrorism police on Saturday were investigating a man who was detained after he drove a car at police outside Buckingham Palace then “reached for a 4-foot sword,” injuring three police officers.
The Metropolitan Police force said officers stopped a 26-year-old man who deliberately drove at a police van Friday night near Queen Elizabeth II’s London residence, one of the city’s top tourist attractions.

"ISIS has claimed responsibility for a machete attack on a group of soldiers in Brussels last night.

The terror group claimed a 30-year-old man who was shot dead at the scene of the attack, which left a soldier injured, was acting on its behalf.

Authorities have described it as an 'attempted terrorist murder'."

Indira A.R. Lakshmanan, journalist and Newmark Foundation chair in journalism ethics at the Poynter Institute, is of the opinion that 'lazy media'should not go with the ISIS fram of 'claiming responsibility' but instead write:

ISIS admits guilt.

While I do not agree with most of what she writes, because here in Europe authorities are only too willing to hush up terror and the rising crime by 'newcomers' if they can, nothing to see here, please move on, IMHO this one is a keeper.

Britain can only deport foreign terrorists to two countries at a time, report says

Britain can only deport foreign terrorists hiding behind human rights laws to two countries at a time because the process is too expensive, a long-awaited review has revealed.

Dangerous jihadists who pose a threat to national security cannot be sent back to a long list of countries including Libya, Egypt, Syria, Pakistan, Sudan, Yemen and Russia even if a guarantee of fair treatment is obtained, according to the report ordered by Theresa May.

Where assurances can be sought - as they were in the case of Abu Qatada - the process is so complicated and costly the Home Office has admitted that it can only manage negotiations with two nations at a time.

The scheme in theory allows the UK to expel suspects with guarantees they will not be mistreated or tortured in their home country, but in the last 13 years it has only led to the deportation of 11 people - nine to Algeria and two to Jordan.

In contrast, France has deported around 120 suspected terrorists.

"A man has been charged with a terror offence after being arrested outside Buckingham Palace with a 4ft sword.

Mohiussunnath Choudhury, 26, from Luton, has been charged after a man drove at unarmed police officers parked near the Mall roundabout in front of the palace last week.

The suspect – who allegedly shouted ‘Allah Akbar’ - was wrestled to the ground by officers after they sprayed him with CS gas."

"THERE ARE OVER 50.000 RADICALISED PEOPLE IN EUROPE"

DeMorgen.be
https://www.demorgen.be/binnenland/-er-zijn-meer-dan-50-000-geradicaliseerden-in-europa-b53dda6f/

"If we look at Europe, there are over 50,000 radicals. That is what European anti-terrorism coordinator Gilles de Kerchove says in an interview with De Morgen. "The key question is how many you should follow up on this and on the basis of what criteria", Belgian national De Kerchove says. He also doubts that jihadists can be deradicalised.

According to De Kerchove, there are about 500 Syrian foreign fighters in Belgium, but also a group of over 2.000 radicalised persons.
All over Europe, there are 50,000 of them. That is an estimate, it can also be a thousand more or less. But they are posing a problem to the security services. How do they determine who among those 50,000 is not only radical, but also potentially dangerous?

"In the United Kingdom, intelligence services have identified 20,000 radicals," says De Kerchove. "Of those 20,000, MI5 is concerned about 3,000 of them. They keep a close eye on 500 of them. My question is: what criteria do you use to shift people from one category to another? These questions have not yet been fully answered. It is certainly not an exact science.

De Kerchove also doubts that these persons can be deradicalised. "Someone who is very radical will stick to his ideas. What you should at least try to achieve is that the person does not use force to realize those ideas.

De Kerchove believes that more efforts should be made to this end in the European member states. Belgium, for example, has a programme in prisons, but not in the community outside. He also pleads for university imam courses in our country and for making a European Islam possible.

De Kerchove makes the statements in an interview with De Morgen. This very month he celebrates his tenth anniversary as an anti-terrorist coordinator. The terrorist threat has only increased in those ten years, but De Kerchove sees a few bright spots. "The risk of an attack is the sum of threat and vulnerability. This vulnerability has been reduced thanks to all the measures taken."

SPANISH AND MOROCCAN POLICE DISMANTLE JIHADIST CELL IN A REHAB CENTER FOR VULNERABLE YOUTH

ABC.España
http://www.abc.es/espana/abci-deten...on-policial-melilla-201709060816_noticia.html

The National Police and the Directorate-General for Territorial Surveillance of the Kingdom of Morocco have dismantled today a Jihadist cell whose leader, a 39-year-old Spaniard living in Melilla, was using his job as an educational assistant in a juvenile rehabilitation centre to recruit and radicalize young people in a particularly vulnerable situation.

According to sources in the investigation, during this period, he was able to form the now disarticulated terrorist cell, which was composed of five other Moroccans, one of them legally resident in Spain, and was at a dangerous level of activation. One of the members of the cell has been detained in Melilla and the other five in Morocco, including its leader, who was occasionally in that country.

The investigation found that the group held "secluded night meetings, where they planned large-scale terrorist attacks," according to the National Police in a statement.

The officers discovered physical training sessions in which those arrested also simulated murders by beheading, triggering rapid police action.

The investigation, which is still ongoing, has been conducted under the supervision of Central Instruction Court No. 5 and the coordination of the Public Prosecutor's Office of the National High Court.

In Melilla, 14 anti-terrorist operations have been carried out with a total of 26 detainees since 2012, according to the latest updated data from the Ministry of the Interior as of 1 September, which does not include the actions currently being carried out. Of these 14 operations, four have been carried out this year, with five detainees.

Since 26 June 2015, when the Ministry of the Interior raised the Anti-Terrorist Alert Level (NAA) to 4, the security forces and corps have detained 199 Jihadist terrorists in operations in Spain and abroad and a total of 244 since the beginning of 2015.

[h=2]Explosive used by IS militants found in apartment near Paris[/h]

PARIS — A peroxide-based explosive that has been employed by Islamic extremists was found Wednesday in an apartment outside Paris that authorities suspect might have been in use as a lab for possible attacks, two French officials said.
A police official told The Associated Press that some 100 grams of usable triacetone triperoxide, better known as TATP, were found in the Villejuif apartment where a police operation was carried out earlier in the day, leading to the detention of two suspects.

"A former psychiatric patient viciously punched four passers-by then attacked three police officers while shouting Allahu Akbar in Toulouse today.

The enraged man, 42, began beating beating shoppers in the French city at around 4pm before police who were only metres away swooped in.

The man kicked and punched the officers before they managed to contain and arrest him.

JIHADISTS EYE 'TRAIN DERAILMENTS & FOOD POISONING IN EUROPE'

RT.com
https://www.rt.com/news/403599-french-police-railway-jihadists/

French police have issued a confidential note based on an analysis of “jihadist propaganda,” warning of possible lone-wolf attacks causing trains to derail and even food poisoning, Le Parisien newspaper reports, citing the document.

“Due to recent jihadist propaganda urging plans for train derailment, particular attention should be paid to any reports of intrusion or attempted sabotage on the premises of railways,” a seven-page report compiled by the police directorate at the beginning of September reads, as cited by Le Parisien.

The document, which focuses on aspects of “jihadist propaganda” over the past three months, warns that terrorists are instructed to make explosives “as shown in tutorials,” conceal their radicalization, calling on “lone wolves” to cause “train derailments, forest fires or food poisoning" in Europe.

The highest police authorities confirm in the report, citing the propaganda analysis, that “the threats of attack remain very high” in France. The confidential document notes that apart from the railway network, increased vigilance is requested for schools and universities, including “sensitive products or materials” which jihadists may steal from laboratories for homemade explosives.

Tourist attractions such as churches, considered “a symbol of the western way of life,” are also listed among the potential targets most vulnerable to attack.
The police report also mentions the threat of assaults in which people are attacked by speeding cars. Similar incidents happened this summer in London and Barcelona.

Online jihadist content attracts more clicks in Britain than any other country in Europe, a major new report warns.

Analysts found Islamic State was still pumping out vast volumes of internet propaganda despite coming under intense military pressure in Iraq and Syria.

Experts say the group produces around 100 pieces of new content in an average week - but this is a conservative estimate.

The in-depth study by think tank Policy Exchange says tens of thousands of users access jihadist material online from all over the globe.

Researchers found the UK was the fifth most frequent location from which content was accessed - after Turkey, the US, Saudi Arabia and Iraq - and registered the largest number of clicks in Europe.

The first attack happened when an Edmonton Police Service special duty member was stabbed by a man who had crashed a car into a police barricade outside the stadium, where the Edmonton Eskimos were hosting Winnipeg on Canadian Forces Appreciation Night.

Following the stabbing of the police officer, a suspect fled on foot, prompting a massive manhunt. Approximately two hours later — around 11:30 p.m. — a U-Haul van was seen speeding through downtown streets with up to a dozen police vehicles in pursuit.

[h=1]Edmonton police say they are investigating an act of terrorism[/h]
An Islamic State militants flag was seized as evidence, he said.
It was military appreciation night. Canada's chief of defence staff, Gen. Jonathan Vance, conducted the pregame coin flip and two CF-18 fighter jets did a fly-past before kickoff. More than 800 Boy Scouts were expected at the game and many were planning to camp out on the field afterward.

While the Eskimos were battling the Winnipeg Blue Bombers inside the stadium, outside a white Chevy Malibu approached a traffic control post at a high rate of speed.

Knecht said the car rammed through a barricade, throwing an officer about five metres into the air, then crashed into a police cruiser.

The driver hopped out and began "viciously" stabbing the officer with a knife before running away, Knecht said
