So little information to go off … this one will be tough !

Huntington, WV (in Cabell County where the Doe was located) is shown on the lower right portion of the map snapshot below. What I wanted to show, is the Ohio River and 3 states - Kentucky, Ohio, and West Virginia. I don't know how the river flows, but I will say that I have heard of cases where someone was found "up river" (in the Ohio actually as I recall) from where they went missing because the body had been moved by a towboat of some kind. Anyway, perhaps those 3 states are good for starting the search. (Note: I was also not able to find any articles - I have no access to WV newspapers after 1977).
