Found Safe WV - Gracelynn Scritchfield, 4, abducted by 'Trey' Hetrick, 6 July 2019 *vehicle spotted in Arizona

The link I gave was a clarification by West Virginia State Police in response to a Charleston West Virginia TV station asking them why, if she Gracelynn was missing since July 6th, that an Amber Alert didn't go out until July 22nd. It turns out their clarification isn't really clear either.

However, in that clarification, State Police say that the missing report was filed - and an Amber Alert issued an hour later - on July 22nd.

So, it seems that the timeline really is:

July 6th Gracelynn goes with her father
July 13th or 14th Gracelynn is supposed to be brought home
July 13th or 14th Mom speaks with Arlie and he tells her he is taking Gracelynn on a week-long vacation.
July 20th or 21st Arlie and Gracelynn don't return.
July 22nd Mom begins the process of filing a contempt action with the courts and reports Gracelynn missing.

Vehicle tied to Amber Alert for missing 4-year-old W. Va. girl spotted in Arizona
The vehicle investigators are looking for was spotted on Interstate 40 near Holbrook, Arizona around 11 a.m. (MST) Tuesday. The driver was heading east, according to the Arizona Department of Public Safety.

The Amber Alert was issued at around 9:45 a.m. out of Navajo County last Tuesday.
 
If he is into the off-grid thing, I would think he already had a spot ready for them to go live at. Arizona is a good place for something like that. That poor mother.

Maybe he thought that taking a 4 year old to live in a tent in the AZ desert in the middle of summer was a good idea?

I don't think he was staying in Arizona. The vehicle was heading eastbound on I-40. It is only about an hour in that direction to New Mexico and beyond. My instinct says that they had been at the Grand Canyon prior to heading back East. If I am right about that then Yellowstone and Mount Rushmore were also likely destinations from there. Could be at either one right now.

He had a cellphone with him. Law enforcement has to have location pings that tell them of his movements. So they should know where he was for many days. What I want to know is what day did he leave West Virginia.

I assume that means there is no video of the car / license plate.
However, I assume it also means that the person reporting the tip could have actually seen Hetrick.
TH was carrying gas cans in his car so he wouldn't have to stop for gas very often.
The tipster could have seen TH filling up a gas can at a gas station.

2) Hetrick does not have enough money to do a lot of traveling.

3) If Hetrick has his cellphone turned on and LE can track him. Why have they not made contact with him? The child is in a dangerous situation.

The Eastbound on I-40 was near Holbrook (not Williams) and that was confirmed by Arizona Department of Public Safety (official name of their State Police). That was about 11:00 AM on Tuesday, July 23. In order to be Eastbound near Holbrook it means that in prior hours or days he had to have been west of Holbrook. My instinct says that he was going to vacation/tourist spots - big name places rather than lesser known National Parks and Monuments and he had already been to at least one, if not two of them, likely Yosemite and/or the Grand Canyon. If law enforcement is on the ball they should have US Park Rangers checking the vehicles at the camping areas. I am optimistic that if law enforcement doesn't locate him first, that he will turn up where he is living in West Virginia by Friday or Saturday.

We don't know how much money he had with him. We don't know whether he conducted any banking transactions up to July 22nd. I haven't seen anything out of law enforcement saying that he has no money.

His cellphone had to be operating at least through telling Mom that he was going on a week-long vacation. I think it is likely that he used it beyond that. Law enforcement should know when he left West Virginia. How far he traveled per day, and what routes up until that trail ends. We haven't heard any of that. At a minimum law enforcement will know where his phone was when he told Mom he was going on the week-long vacation.

If his phone is no longer powered on, he could be using a different one purchased just about anywhere at anytime, or he could be using his phone in Airplane mode via Wi-fi (where available).

1) 07/23/2019 = Sighting of Subaru Forester near Holbrook, AZ confirmed by highway camera on I-40
2) 07/30/2019 = Individual reports sighting Trey Hetrick at gas station in Williams, AZ (unconfirmed). No mention of the Subaru or of Gracelynn.
3) An article about the Subaru mentioned the bungee cord holding the rear door down, camping gear in the car and gas cans in the rear. I am attempting to locate the article.
4) As far as his finances: He has been camping out for quite a while in WV. Other information not reported by LE is accessible to those who search RE: how much money he had before he took off with his daughter.
5) We don't know if he is still using his cell phone right now.

Exclusive: Mom of missing AMBER Alert tot says dad was violent in past, police say little girl is in ‘extreme danger’

“It’s possible that he’s violent; he had gotten violent with me before I ever had Gracelynn,” Summer Scritchfield, of Fairmont, West Virginia, told CrimeOnline.

Scritchfield called Hetrick on the evening of July 13, but he reportedly told her he took Gracelynn on vacation and would have her back by July 19. That, too, never happened. Authorities issued an AMBER Alert shortly after.

According to Matthew Horn of West Virginia State Police, the suspect has been known to stand outside and protest different religious dominations. Horn described the man as “fanatical” and said Hetrick has been arrested before for trespassing while protesting against religious organizations.

Horn added that authorities think Gracelynn is in dire danger due to Hetrick’s mental instability and his attempts to “live a lifestyle off the grid.”

Hetrick was reportedly living in a tent for the past three months prior to his daughter’s disappearance, according to police.

BREAKING: Amber Alert out of Marion County has been cancelled after Gracelynn Scritchfield has been FOUND SAFE. U.S. Marshals say Scritchfield was recovered in Pecos, TX around 2:30 p.m. today.

During the recovery, Arlie Edward Hetrick was apprehended on federal and state warrants by Deputy U.S. Marshals from the Lone Star Fugitive Task Force based on a lead from U.S. Marshals in Clarksburg. He's now in jail in Reeds County, TX

That would be very difficult if he doesn't have a passport for his daughter, documentation showing their custodial agreement and a notarized letter from his daughter's mother giving her permission.
He would also need Visas for the China trip.
It was more a comment on the slow time in which Amber Alerts and other important information is made available to the public.
