Could be, doesn't make her any less missing. But maybe leads to information...moo
I don't believe that particular photo is an arrest photo. Although her clothing at first glance, with the colors appears to be similar to some jail garb it's not, it's a patterned blouse. Also her makeup is impeccable in my opinion, usually NOT what you see in mugshots. <modsnip - if you can't link it, don't mention it>

IMO it looks like she was being posed for a workplace photo ID...her blouse seems office-y, and they usually have you stand against a solid wall for background...

Also her makeup is impeccable in my opinion, usually NOT what you see in mugshots. I did find some judicial history but it's not from a source I can link. Google with her full name and you can find it and I'm only mentioning as it could be relatable as a possibility of what happened.
She could've been driving while dressed up nicely, but got pulled over for speeding or other traffic violation, and arrested on warrants or driving under a suspended or revoked license. MOO

Seems like she's been missing about 11 days now. I'm sure her family is very worried.

Here's a photo of a typical 2016 Black Jeep Patriot

“People sometimes just decide to disappear and wind up being OK or finding shelter somewhere, so we’re not going to rule that out,” Fuel said.

The search party will gather at the Big Sandy Truck Stop off exit 22 on I-68 at 7 a.m. on Nov. 4. The last cell phone ping recorded from Gardner was at I-68 and Hazelton Road.

“There is a cell phone ping location, and barring any new information between now and November 4, that will be our initial planning point,” Fuel said

The Mountaineer Area Rescue Group (MARG) has joined the search for Melanie Marie Gardner. MARG is a 501c3 organization that can conduct searches like this or wilderness rescues that conventional first responder agencies are not equipped to do, according to the Chairman of the MARG Board of Directors, Lee Fuel.

“We help look for lost or missing persons if requested by an agency having jurisdiction, like a law enforcement agency, and that has happened in this case,” Fuel said.

“We’re doing some research into the background of the case,” Fuell said. “We’re talking to Melanie’s family, trying to reconstruct what she was last known to be doing back in October and try to formulate a strategy that may allow us to allocate search resources to places where hopefully we can find some evidence of what happened to her. We are primarily going to be looking for her car, which has not yet been found.”

I hope this isn't a situation where she accidentally drove off the road in a hilly area and was trapped in her car.

In the video, the MARS supervisor said her phone last pinged in the area of the Hazleton(?) exit off I-68

Just looking at Hazelton Rd, the area is pretty hilly and there are no guardrails along most of the road. There's also a little creek that runs through the town and along the road, also no fences or guardrails. Just guessing. These place may have already been searched, but there would have been a lot of underbrush and ground cover in recent weeks. Perhaps with leaves falling, it will be easier to check those areas.

In Google Maps Street View, the photos were taken during early spring, so the trees and bushes are bare.

*oh so sad

Her vehicle was discovered in a remote near near Casteel Road in Hazelton, nearly 25 miles east of Morgantown.

The release says Gardner was positively identified, and the Medical Examiner responded to the scene.

The MCSO says the investigation remains active and ongoing.
