Dad, 2 Women Charged After Death of W. Va. Girl Banned From Drinking Water, Starved and Beaten

A West Virginia dad, his girlfriend, and her sister are charged in connection with the 2018 death of the man’s 8-year-old daughter, who authorities allege was prohibited from drinking water, starved and beaten.

The trio’s arrests come nearly a year after Titchenell carried an unconscious Raylee JoLynn Browning into an Oak Hill hospital on Dec. 26, 2018, saying that she was not breathing, according to a criminal complaint obtained by WVVA, WHSV.

“Her [punishment] was that she wasn’t allowed to drink anything,” the child said, according to the complaint. “I caught her drinking from the toilet a few times, and I feel that she got that infection from that water. I told her that the water was dirty, but I guess she was just so thirsty.”

The girl also alleged Raylee was beaten by the adults with metal objects. In the complaint, investigators wrote that during a search of the family’s home, a hammer was found in Raylee’s bedroom.

Mother Sues WV CPS for failing to protect Sunshine

"The defendants willfully and recklessly falsified records to hide the abuse of R.B.," the suit states. "The defendants failed to take action to ensure that there was an adequate safety plan for R.B. in the home of Marty Browning and Julie Titchenell, failed to ensure that Marty Browning and Julie Titchenell were capable and competent to house children and to ensure the safety of all children, failed to ensure that the home was up to code and in compliance with WVDHHR policies and standards with respect to heating systems, electrical wiring and other potential causes of fire in the home."

Later, the suit states that WVDHHR "altered records to conceal the failure to properly care for" Raylee and that CPS altered and deleted computer records on Raylee's file to "correct their gross, reckless conduct."

Raylee Browning death trial continued until June

The trial for a father and two women who are accused of causing the 2018 death of an 8-year-old Oak Hill girl is continued until June 6, Fayette County Circuit Court Judge Paul Blake ruled Thursday.

Judge Paul Blake sentenced Julie Browning, 39, to three to 15 years in prison.

Julie Browning, 39, her husband, Marty Browning Jr., 37, and Julie’s sister, Sherie Titchenell, 38, had a joint trial in June 2022. Jurors convicted each of them of child neglect resulting in Raylee’s death.

Both Marty Browning Jr. and Sherie Tinchell are scheduled to be sentenced later today, Friday, August 12, 2022.
