A young man I know was on probation and required to wash police cars on Saturdays as part of it.
Thanks for the info! That could be a possibility!!

Exactly right Sewing, washing cars for LE is a big probation assignment....maybe he is on probation?
I never got a call back from the bond people, they wouldn't tell me anyting while talking, I asked for the person in charge to ring me, that was awhile ago.
I have something up my sleeve, going to make a call.
I called Lt. Edwards, the day before yesterday, (Monday 9/17/07), at his direct number (678) 493-4166, and his story had changed from what he had told our case manager. He told me over the phone, that he has never told anyone that he saw Robert anywhere, much less washing police cars! He told me that the last thing he had heard about my brother was when he got pulled over that time by the GSP, (Georgia State Patrol). I said, oh that time is 2005?, and he said he wasn't sure, but that was the last time he had heard anything about Robert. He also said that Cherokee County 'had no dogs in this fight', being Robert's case was filed in Bartow County, and the only reason they have any knowledge of it, is because of the other two men that went missing around the same time, which is Stephen, and Cowboy, they thought that these 3 men are linked. He told me to go to the BCSD and tell them I wanted to file an "open records request on the case file concerning Robert's missing person report". He said they could not deny it to me by state law. So, I am going to do that the next time I get to go to Cartersville.
So, now his story is changing. I don't know what to believe. He sounded VERY sincere over the phone, and urged me to call him back when I get that open records request he told me about. He did sound very concerned, and like I said, sincere. I welcome, and urge any of you out there that may want to, to call him yourself, at the number I posted above, and see what he has to say to you. It may be interesting to say the least. Just a thought.
Anyway,....I just wanted to share this with you, and of course, get your opinions.
He does sound sincere from what you describe - and HELPFUL.
Who told you that Lt Edwards made those comments about Robert washing police cars? And how did they hear it? Did they hear it directly from Lt Edwards?
Hi Beth. Actually I am the one to met with Lt. Edwards along with another Case manager from our org. He was adament about Robert being alive and NOT in hiding. He said IIRC "He's washing police cars!" "He is not in hiding, he is out in plain sight!". He also said to me "Well, we can't make a grown man come home to his family." When I mentioned that there had been no activity on his credit report (according to his sister) the Captain replied "They must be paying him in cash to wash those police cars!" WTF!!??

I wonder if they have a special form, you could call ahead and get it faxed....if it's just generic, you can make one up here

Fully Automated, Fill-in-the-Blanks
State Open Records Law Request Letter Generator
Welcome to the Student Press Law Center's nationally recognized, automated open records law letter generator! Since its launch in 1997, our unique letter generator has been used more than 100,000 times to assist journalists and other citizens obtain access to public records maintained by state or local government officials. The Student Press Law Center is happy to provide our letter generator free of charge as a public service. (If you would like to support our ability to continue and expand this service, click here).
In most cases, making a verbal request for records is a good first step. A professional but informal request in person may give you the information you need. But in some cases, especially when a verbal request has been denied, a written request letter is the best way to get the information you are seeking.
Submitting an open records law request letter is not difficult. A complete, well-written request may help you avoid delays and further correspondence with a government agency.
The form below is designed to help you create a simple letter. It asks you for all pertinent information and guides you through the options available.
You can use this letter generator to request access to records held by a state or local government agency or body (e.g., public school district, city or campus police, state board of health, etc.). If you want to obtain records held by the federal government click here.
In order to complete this form you must be able to provide: (1) a reasonable description of the public records you are seeking and (2) the name and address of the government official who you believe is responsible for keeping those records.
Once you have entered the information requested, a letter will be generated that includes: (1) the specific citation for your state's open records law and (2) how much time the law allows for an agency to respond. Where no time is specified by law, you will see the words "I would request your written response within 10 working days." You may wish to change this. (Where no time is specified by law, most courts have required that government officials respond within a "reasonable time."). Finally, the letter will note (3) any specific penalties provided for by the law should government officials fail to comply with your request. (All generated data was accurate as of March 2005.) You may choose not to include all of this information in every request you make or you may wish to modify the tone of the letter. Use your best judgment about what will best persuade the government record keeper in question to provide you the information you seek.
ANOTHER THING I wanted to add was that originally Tammy and I had requested to meet with Lt. Edwards so that we could give him a lead on another case. I wanted to be sure he got it personally so that is why we asked to see him in person. When we got there his superior (The Captain of the Violent Crimes Unit) was there and wanted us to all meet in his office. The captain had kind of an attitude with us from the start and his body language was very intimidating. Tammy was asking a few questions about Stephen Lankester's case and Captain was very defensive and argumentative with her. Lt. Edwards was not rude or anything but just seemed guarded while in the Captain's presence. Edwards escorted us out of the building as we were leaving and his whole demeanor changed. IMO he seemed more relaxed and more friendly even saying "You can call me anytime of the day or night and I will answer!" He has even corresponded on a few emails with me. My gut tells me he knows more than he can say about Robert. I feel he knows how corrupt Bartow SD is...

that Lt. Edwards is trying to help without directly getting involved. I spoke to my Daddy yesterday, and he told me, that he did go to Clark Millsaps office this past week and ask some questions about Robert. (whether or not Robert is out there, Clark Millsap is 'supposedly' the leader of all the guilty/dirty cops at Bartow). Millsap told Daddy that according to his report, Robert was pulled over in Acworth, GA. by a Douglas County State Trooper, and asked for his whereabouts to remain annonymous.
Now, I have heard in the past couple of days, that Robert had been seen on Glade Road in Acworth about a month ago, AND that he was, and quite possibly still is living in Adairsville, GA, both are Bartow County. Of course, we, any of his family & friends, still have not seen him.
I thought I'd posted this here, but must have only on LTWH, sorry.
I have done extensive background checks on Robert. I am wtg one more report. By all accounts it appears that he fell off the face of the earth in 2004. NO DL listed in US at this time, that I could find.
What about WPP? A possibility? Could that give the answers to what some think are a cover up?
Did he have the resources to pull of an identity change w/o help from LE?
What is WPP??
I think I can safely say that NO, he would not have had the resources to do an identity change without help. I am starting to think as does his sister that his case is closely tied in with Stephen Lankester's case. The whole dirty cop thing is starting to make sense now..
