Jackie's family, a classmate and Topeka law enforcement speak about Jackie's disappearance beginning about the 14.00 mark in this video.

Of note: A water department employee had driven through the neighborhood around that time, responding to a service call. He spoke with a man who flagged him down to ask a question. The water department employee states that he had seen a little girl matching the description of Jackie walking down the street with the man he had spoken with earlier. Jackie was never seen after that eyewitness account. Other witnesses say that they had seen a grey van at the end of the street that may have been involved in Jackie's abduction.

Missing in Kansas: Jackie Hay
Jackie Hay hasn’t been seen since Sept. 12, 1981. The five-year-old vanished as her family was preparing for an outing in Shawnee County. It’s believed that she was abducted from the front yard of her home in southeast Topeka.

Back in 2011, a tipster called Topeka Crime Stoppers about the cold case abduction. Crime Stoppers tried to get in touch with the tipster again, hoping to figure out what happened to Hay.

Details of Disappearance
Jackie's family discovered she was missing as they prepared for an outing in Shawnee County, Kansas on September 12, 1981. She was last seen walking away from the Colfax and Golf Park in Topeka at 4:00 p.m. She was apparently being followed by a man at the time. She has never been heard from again.

Police picked up a local man that same night and questioned him for hours about Jackie's disappearance, but released him without charge.

Jackie lived with her parents and four older siblings in the 3000 block of Colfax in southeast Topeka in 1981. She was a kindergarten student at Avondale East Elementary School.

Authorities did not begin searching for Jackie for four hours after her disappearance was reported. They believe she was most likely abducted, but few clues available in her case. Her mother died in 2007.

Shawnee Co. Cold Case project fund gets financial boost
I sure hope so. That's great news!

Noting:

Shawnee Co. Commissioners approved of the addition of $90,000 to the county’s Cold Case project fund.

The money comes from a portion of the District Attorney Office’s budget surplus.

The fund was created in 2014 to support the prosecution of capital cases.

Shawnee Co. District Attorney Mike Kagay went before commissioners last year to add a new purpose to the fund: to support cold case homicides.

Details of Disappearance
Jackie disappeared after going out to play with her step-siblings and other children in the front yard of their home in the 3100 block of southeast Colfax in Topeka, Kansas. Eventually all the other children went inside, leaving her alone. Her family was getting ready to go to a house they were building south of Topeka when they discovered she was missing, at about 4:00 p.m. on September 12, 1981.

She was last seen walking away from the Colfax and Golf Park, near southeast 31st and Bryant, about one block east of her home. She was apparently being followed by a man at the time. She has never been heard from again.

Authorities did not begin searching for Jackie for four hours after her disappearance was reported. Police picked up a local man that same night, who matched the description of the man seen following Jackie. They questioned him for hours about her disappearance, but ultimately released him without charge.

Jackie lived with her parents and four older step-siblings at the time of her disappearance. She had just started kindergarten at Avondale East Elementary School a few days earlier, and was considered a bright child with a large vocabulary for her age.
