I'm guessing that she never expected that she would be arrested. Epstein was the pedophile, and it seems that everyone who was victimized by him has been financially compensated. She very likely also expected to be protected through the 2009 agreement that Epstein made whereby everyone associated with him was excluded from consequences of his actions.

Perhaps she was already under surveillance when she realized that she would be arrested, so it was too late to attempt to cross a border. There's some speculation that she remained in the USA for her husband - the husband who seems to have moved on since her arrest.
 
France could not extradite her.

The US could have requested France prosecute her, assuming the charges would have broken French law at the time with a punishment of at least a year.

Article 2(1) defines extraditable offenses as acts punished under the laws of both States by deprivation of liberty for a maximum of at least one year, or by a more severe penalty.

Article 3(1) declares that neither State has an obligation to extradite its own nationals, but the executive authority of the United States shall have the discretion to do so. The nationality of the person sought shall be the nationality of the person at the time the offense was committed.

Article 3(2) requires a State that refuses an extradition request solely on the basis of the nationality of the person sought to submit the case to its authorities for prosecution, if so requested by the Requesting State.
