The fact that LE aren't expecting to make further arrests could mean PG was
not at the scene of the killings and the group didn't speak about what their plans were beforehand, in PG's presence.
I find that unlikely, given CW's testimony.
Yet LE have their reasons, and they've stated the investigation is ongoing.
