Circumstances of Recovery
Skeletal remains found on the edge of Island Green Golf course. Nothing else is known about the remains except totally skeletonized. Wearing no upper garments, lower garments consist of trousers, jockey type underwear, socks and black shoes, laced but loose and untied.

Golf courses are generally very well maintained, even in winter. Where exactly on the "edge" was this located I wonder?
Not exactly sure, but here's a street view of the general location as it appeared in 2012. The course, and where he was found, was off to the right going straight ahead on Pine Rd. (houses are there now, golf course is long gone)
 
Some news stories. Contemporary (NBC News):
The intact remains were of an adult male of mixed African American and Caucasian race, between the ages of 45 to 55 and about 5 feet 5 inches tall.

At the time of his death, which occurred between September 2007 and March 2008, the man was wearing grey U.S. Polo Association pleated/cuffed dress pants, size 32 waist and 28 inches long, brown dress socks with a black checkerboard pattern, Hanes brief-style men's underwear and no shirt. A few dollars and change were found in the man's pants pocket, but no identification was found.

The body was too decomposed to determine whether there were any identifying markings, such as tattoos, said Hofman.

While the man did not die of natural causes, authorities have ruled out foul play.

[Dr. Janine Darby, Montco coroner] also hopes to get help with a different victim that officials have been calling "Mr. Bones."

His remains were discovered in Lower Moreland Township back in 2009, but with the help of technology, officials have images of what he could look like now.

Distinguishing Marks/Features: Suffered from moderate scoliosis/ankylosis and moderate arthritis on lumbar spine, as well as fusing of the joint on the left side of the pelvis from an old fracture. Plantaritis on the feet. These medical conditions would have caused him to walk with a pronounced limp and/or a hunched appearance. He also likely suffered chronic pain as a result. Deterioration of nasal passages indicate a history of illegal drug use.

Dentals: Available. Missing two pre-molars. All other teeth present and in good condition, with past dental work evident.

DNA: Available.

Additional Personal Items: A few dollars and change were found in the man's pants pocket. Found inside the left nasal cavity was a 1/2" X 1/2" pink/clear plastic packet.


Circumstances of Discovery
A man searching for stray golf balls found the man's remains on the 2500 block of Pine Road just north of Red Lion Road, outside the fence area of Island Green Golf Course.

Traces of methamphetamine were found in the tissue sample taken from subject. Based on the characteristics of his nasal bones, he was likely a habitual drug user.

No signs of trauma were found on the remains, and the cause of his death is undetermined. However, it is suspected he died of an overdose.

DNA phenotyping was performed on the decedent's DNA, which revealed extimations of his race/ethnicity, complexion, and eye color, which were previously undetermined because of the state of his body upon discovery.

The tests suggested he was of southeastern European, Mediterranean and/or northwestern Middle Eastern descent. He was previously thought to be Black with a possible admixture.

Investigators plan to appeal further to the community of European immigrants residing in the region. Additionally, genetic genealogy research will be conducted to identify potential family members.

FWIW, the adjacent Far Northeast of Philadelphia is home to a large number of people from Russia, Eastern Europe, the Balkans and Central Asia dating back to the early 1990s. Huntingdon Valley in Montgomery County, where he was found, also has a large Ukrainian-American population going back decades before then.
