I just want to preface my statement with what I say next DOES NOT make him a better person (no "but" because I do mean that...lol). Your memory matches mine as I recall a woman riding a bicycle (in a park near his home) who reported him popping up out the woods, very dirty, and more than one time. As I recall, he was close enough to see the photo of her boyfriend on her phone. RH kept trying to strike up a conversation. She was spooked enough she called her sister to come pick her up and she reported it to police -- IIRC.
