Yes! LE wants to speak with him about what they saw. If he was just a bystander, he might not just go to authorities because he was raised to not trust them. Hard for us to understand but we weren't raised up in that. Kwim?

Just adding a thought: not sure about Chechnya but in Russia, the LE is considered dirty and not trust worthy. Perhaps this is adding to him not being more cooperative? (outside of the obvious) Edited to replace misplaced exclamation mark. Not a good iPad typist.
