I think there is in fact a shirt or something draped over it when he enters. That could be a deliberate attempt to change his visual profile.

Also, he's just wearing an undershirt. Maybe he had on another shirt that got soaked with blood. If he rolled it up and held it under his arm it would leave a red stain like you see there.
Maybe the guy with the cane was looking down at his phone because he wasn't from the area and was following a map. I.e., maybe he was the Little Rock slasher.
It's easy to imagine an old Toyota truck around there. Plus, how did the paint get on the clothing? Perhaps he was leaning against a truck with cracking paint. A tool, I have a harder time visualizing.

The lack of communication from the police could be a good thing. Maybe they don't need more info from the public. It seems likely the perp was someone associated with this area, and a previous violent offender known to law enforcement.
What is the LR suspect leaning on in that first picture? A cane? This is a very interesting observation, even if it's not the same person. Maybe the motives are similar. The M.O. seems to be. I think we are far from ruling out a serial killer.
I might have actually seen Katie in West Columbia around 2008. I remember someone who looked a lot like her struggling to keep a pitbull in line, like a new dog owner perhaps. This was outside an indie rock club, and she did sing in some bands.

I wouldn't be so quick to dismiss the KOA connection. The name Jacques is a variant of James, isn't it? And since he apparently willfully disappeared, it seems reasonable he was concealing his identity, using an alias.
