I honestly think she was not planning on going to the "market" I think that could be a key word for something else she needed to pick up possibly? because clearly hollywood market is not in the area of 12 mile and stephenson where her phone last picked up a ping. maybe she had a secret nobody...

She could of had her change of address sticker on the back of her license. You are supposed to do that within 30 days of moving somewhere. However many lazy people do not do this or maybe she did and the sticker came off? That happened to me before.
