    I think the likeliest explanation is that the video is a key piece of evidence and they expect it to be shown someday to a jury who has never seen it before. If they thought releasing the video could elicit valuable information, I'd imagine it would have been released already.

    There are definitely no IU facilities or classes held in Martinsville. It's a 'larger' Indiana town (has some strip malls and fast food joints near the highway), but still rural.

    Regarding the question of why POI haven't been arrested for assault--simple assault (one or two punches) is a pretty weak charge unfortunately and LE probably doesn't think it's worth wasting it on a major POI. Most simple assault charges don't go anywhere.
