I don’t know much about CA, but generally (and this goes for all states), before an adoption is final a “contract” is entered into between parents. The adoptive family could have offered monthly supervised visits OR just yearly updates OR nothing at all... it’s really up to the adoptive parents...

Right. Privately adopted children do not have medical or cash stipend. Four of our older children we adopted privately.

Was the only interview done on the day of disappearance? Playing devils advocate here, but the children hadn’t been missing long so they may have been worried but not terrified just yet. OTOH if my younger children are out of my sight for a few seconds I panic.

Cash assistance (adoption subsidy) is different per child.

It would be interesting to know how much they received, and what part of California they moved from. If they were getting the full amount per child and then moved where housing is under $200k, that could be a windfall.
