Some people, having just reported something missing, have a hard time with recollection. Maybe this is what happened to ICA and this is why it appears that she was lying when in fact she was just confused.

But, how was Yuri to know otherwise during a first interview. There may have been red flags but he had to check it out before confronting and suspecting her.
