Just a thought - Do you think it is possible he came in to contact with the girls maybe through his work?
He could have been working at or near somewhere they frequented during the days leading up to their disappearance and struck up casual conversation with them. Something along the lines of asking them what they were going to be getting up to on the weekend and where they were going etc
He may have then gone to Claremont in the hopes of catching up with them again and then seeing an opportunity approached them in the car.
They may have looked in the car and casually recognised him from their earlier encounter and felt safe enough to get in with him - after all they had previously spoken to him during daylight hours and he seemed not to be a threat.
Being around their ages and if he had already had a conversation or two with them in the days prior to their disappearance may have helped him gain their confidence and made them feel like he was safe to go with.

I wonder if all the parents had phoneline work done maybe installing additional line prior to girls going missing?
He would have the knowledge to say "remember me the telstra guy i'll give you a lift I know where you live"
