LadyD'enah, are they normally run by a bail justice or a regular judge?

In my experience, they are run by a regular judge/magistrate (again depends on which court).

They have 'on-call' judges/magistrates who are available for these out of hours situations. Usually orders are made and granted via telephone (a common example is phoning up to get a warrant issued).

It's where a court hearing is held outside of the usual operational hours (generally 10am-4pm depending on the court).

Get him in front of magistrate, enter plea, bail refused, committed for trial.

Perhaps they need time to put together a proper, respectful statement? Or maybe they want to run it past their lawyers to make sure they don't say anything to jeopardize the case.
