I think he's somewhat similar, but his chin is shorter than the UP.

UP has a really long chin; I still think that the other guy looks like him otherwise. I wouldn’t rule it out, sometimes it’s hard to tell with decomposed/skeletal remains

UP also didn’t have any hat on him, but Jose is said to always have worn hats. I think that might be a reason to rule out but not completely; with old remains sometimes things get lost and whatnot. I think the two look pretty similar. Nose looks a little pointier on John Doe tho.
