Police: Arrests Made in Yolo County Teens’ 2016 Disappearances, Suspects Identified

The Woodland Police Department has confirmed three men have been arrested in two Yolo County missing person cases that stem from 2016.

The arrests were made in connection with the disappearances of friends and coworkers Elijah Moore, 17, and Enrique Rios, 16.

Court documents show 18-year-old Jesus Campos, 21-year-old Chandale Shannon and 21-year-old Jonathan Froste were arrested.

According to Shannon, David Froste was robbed of $300 worth of marijuana by Moore back in October 2016, a crime that Shannon said he and Campos witnessed.

Shannon said Froste then hatched another plan — to get Rios to meet up with Moore so that Froste could get revenge for the robbery.

But when Rios refused, Froste fatally shot him near the Sacramento River in Knights Landing, a killing that Shannon said he and Campos witnessed from inside Shannon’s car.

According to Shannon, David Froste admitted to confronting Moore with a pair of scissors, taking his money, ordering him to remove his clothing and forcing him into the trunk of his car.

“He took him somewhere else, somewhere in Knights Landing,” Shannon said. “He described it as ‘the cuts‘ — the back roads, an area no one else knows about.”

Asked if that was where Moore was killed, Shannon covered his face with his hands and whispered, “Yes.” He says he doesn’t know how he died.

It wasn't 'the cuts', though. If Moore is the one whose remains were found a few days ago as was reported in MSM... it's a well known area, a straight drive NE from where he was abducted.

Where I'm from 'the cuts' refers to something quite different. The poor end of town. Somewhere industrial, abandoned, near the tracks or surrounded by open, secluded fields/treelines.
I'm visualizing an alley. Neglected school or business with empty lot with overgrowth. Bad part of town where no one goes, because of the history.
How would Shannon have come by this site, long term familiarity or happenstance?

You don't abduct a teen and pretend you don't know how they died. He knows. They all know. Because it was premeditated. There was no accident about this.

I hope they'll be able to find these boys' bodies. If Enrique was dumped in the river, his remains might be difficult to find almost 2 years later...

'Charges filed Monday add 27-year-old David Ashley Froste of to murder charges previously announced against 18-year-old Jesus Campos of Woodland, and 21-year-olds Chandale Shannon of Winters and Jonathan Froste.

David Froste is currently in prison. The other three are jailed awaiting court hearings.'

'One of the Sacramento-area four, 18-year-old Jesus Campos of Woodland, California, has been charged in juvenile court because he was a minor at the time, said Jonathan Raven, Yolo County's chief deputy district attorney.

Another man — David Ashley Froste, 27, of Knights Landing, California, already is in state prison, said Yolo County Sheriff's spokesman Sgt. Matthew Davis. Corrections officials said he began serving a 3-year sentence last month for manufacturing drugs and injuring someone.'

Interesting that Elijah's mother says she does not know these kids when we've been watching the Froste's quite closely for WELL over a year. She may not have 'known them' but certainly knew of them as they were the leading suspicious characters in the plot around her son's disappearance.

“He (Campos) said that when everything went down, it was just to get to Elijah to get the weed back,” Garcia recalled of the June 25 conversation. The trio picked up Rios at his Esparto home and took him to a beach along the Sacramento River in Knights Landing.

As Rios questioned what was going on, an armed and angry Froste “shot up in the air and told Enrique to step out of the car,” Garcia said. “Eventually David Froste told him to strip down. … He believed David Froste also told him to pray.”

also if the older froste is currently a CDCR inmate or even in custody, why is he allowed to wear a suit? I thought that needed to be requested from the judge and for trial, not a prelim.

Amoruso testified he heard Shannon tell the reporter that Froste got out of the car and Shannon followed. Froste asked Shannon if he wanted to hold the gun, and Shannon refused. Froste then told Rios to get out of the car and fired a shot when Rios did not comply."
