Here's the "starve" comment in context. Not exactly a direct quote of his words, could be the neighbors description. Also, this is an early (Mar 29) CBS article. I don't really think the info about tortillas and peanut butter had come out yet. I think more details came with subsequent interviews with various publications.

The Dekalbs say recent cries for help from the Hart children prompted them to call Child Protective Services last Friday.
