I think something that could give a lot of insight into his actual thinking at the time would be whether or not he was really an avid photographer and/or wildlife guy. I like taking snapshots, and have decent cameras, but will rarely devote more than a couple of minutes into getting a shot. As anybody knows, however, people that are really into photography, and especially wildlife photography, where the subject isn't often cooperative, can spend hours stalking that perfect shot. Given the lack of details surrounding Paul, maybe we'll never know his level of interest (I don't think it's sufficient that he was "an avid hiker" or "loved the outdoors"), but if someone could show that he had taken some high-quality photos (not snapshots) of other wildlife, or share anecdotes of some similar degree of aspiration, IMO that would lend a lot of credence to being a "man on a mission" to get some shots of bighorn sheep at the last minute of his vacation. As others have already pointed out, the timing of his hike was already suspect (not getting out earlier), and last-minute. I think it would be very helpful to LE and anybody looking for him to know if indeed he had demonstrated some level of devotion to wildlife photography and should be easily supportable if so. If that wasn't the case and it just appeared to be a crazy whim at face value, then my BS meter is going off big-time.
