Disciplinary hearing for detective charged with insubordination in Bruce McArthur case begins

"The disciplinary hearing of a detective accused of failing to act in the case of serial killer Bruce McArthur began Tuesday with the officer’s lawyer challenging the independence of the tribunal and criticizing the police chief.

Sergeant Paul Gauthier of the Toronto Police Service is charged in connection with a 2016 incident in which police failed to follow up on a complaint that Mr. McArthur tried to strangle a man during a sexual encounter.....

Sgt. Gauthier was not present at the disciplinary hearing. His lawyer, Lawrence Gridin, told the tribunal about a Dec. 8, 2017, news conference at which Police Chief Mark Saunders heard concerns that a serial killer was preying on gay men.

“He denied there was any evidence” of a serial killer, Mr. Gridin said. “The information at the press conference was not correct. Mr. McArthur had been a suspect for a month.”...

Sgt. Gauthier was charged with insubordination and neglect of duty. Details of the allegations against him were not released because he was not present...

The name of the victim has not been made public. A friend said the man is of Middle Eastern origin and is now living in a country where it would not be safe to disclose his sexual orientation.

Sgt. Gauthier is a 20-year veteran of the Toronto Police Service. In a previous statement, Mr. Gridin said his client’s decision in 2016 was made “in conjunction” with a supervisor.

Sgt. Gauthier’s case was adjourned to Feb. 26...."

"The disciplinary charges a Toronto police officer will be facing in connection with a 2016 arrest of serial killer Bruce McArthur stem from neglecting to video record the victim’s statement and failing to take photographs of the injury within 72 hours of the event, CP24 has learned.

In a statement sent to CP24 on Tuesday evening, Sgt. Paul Gauthier’s lawyer said his client “denies that he did anything wrong.”

“It is alleged that Gauthier failed to comply with the Toronto Police Service’s internal domestic violence policy,” Lawrence Gridin said. “The charges specify that although he obtained a statement from the victim, Gauthier failed to video record it. Secondly, although the victim’s injury was documented, Gauthier failed to have photos taken 72 hours after the event as required by the policy.”..."

This kind of depraved behaviour does not usually start in a middle aged man. IMO

While you're correct, what about a middle-aged man who starts to suffer from erectile dysfunction with living partners (as I've read was true of Bundy)? I think the cigars he used in staging are a significant clue. Of course, we'll never know his no-doubt complex motivations -- and he may not know himself.

I’m glad this officer has spoken out. It seems that Project Prizm was a failure and didn’t flag potential suspects well enough to catch McArthur earlier than they did.

Looks like a review of internal procedures is where their focus should be rather than pointing the finger at one individual.

I’m glad this officer has spoken out. It seems that Project Prizm was a failure and didn’t flag potential suspects well enough to catch McArthur earlier than they did.

Looks like a review of internal procedures is where their focus should be rather than pointing the finger at one individual.

Or, it could be that this officer did not do a proper documentation that could have saved at least one life.

When procedures are in place, the officers ARE expected to complete them without change.

I will await all of the facts before placing judgement, esp on the whole TPS.
 
Serial killer Bruce McArthur to be sentenced today
“Time to time, a crime in our criminal justice system is so deplorable, so devoid of mercy, so cold-blooded, denunciation, retribution, and giving a sense of justice to the many victims in the community at large become the paramount and virtually singular consideration,” assistant Crown attorney Craig Harper said in his sentencing submissions earlier this week."
"Harper noted that McArthur was “relishing in the gratification” of his crimes when he staged his naked victims in photos after killing them.

The serial killer “compounded the degradation,” Harper said, by putting his victims in planters and moving them around, preventing them from having a final “resting place.”

“He, in essence, created his own macabre cemetery of his victims, victims he often visited several times a day as if he could not let them go,” Harper said on Tuesday.

“Everything Mr. McArthur did after the murders points not to shame or remorse but relishing in gratification, wanting to relive each murder.”

Determining the appropriate sentence: I am required by law to sentence the accused to life in prison. Only issue is concurrent or consecutive parole ineligibility. In Dec 2011 consecutive parole ineligibility became law.
