I do not recall having read that witness account before, even though I have gone over all the Star articles.
I believe the key to this case lies in Windsor. That's where the gun was stolen and that's where it was later found. The killer either lived there or passed through frequently. I do not believe it's related to local drug activity amongst youths.
Crimesolver has a good point favouring an outsider - figures if known to the girls someone would have spoken up by now. A persuasive point I admit.
I think these two cases are linked - Karen Scarbrough, Sharon Lake and Deborah Frank.
The articles details their murders in June 1978.
Executed in a similar fashion to Sterne and Tedford - The Prince Williams County police have come to believe they know who the perpetrator of these 1978 murders was. They have a crime theory that relates to two customers, Lake, and Frank stumbling on a kidnapping scene.
Scarbrough was working in that trailer all day. In a small window of time in which Karen was alone the perp entered her trailer where she was part of a sales team for Ryan Homes, Dale City area (soon to be) new neighborhood.
Because the two customers entered when Scarbrough was being taken all 3 women were summarily executed and the perpetrator was seen and sketched leaving the trailer.
Their are plenty of linkages to these crimes having been committed by the same perpetrator.
If this was the case then this was likely an attempt to take Tedford and Sterne, the girls figured out that they were being rused, said no, likely fought back and as a result they too were executed on the spot.

Hope this isn't too maudlin birth announcement 1959 interesting they lived at that time near Downsview Park and Airport.
All right super long shot but am thinking of C. Prince homicide and something about that name, someone obsessed with say a mother or sister with that name. But mostly likely thing seems someone just horribly disturbed - and lucky - 16 times I would think they would be covered with blood? How did they get away at 8:00 p.m. I wonder? Seems strange. Unless she was left lying there for a while before discovered?
And still to keep in mind: 16 wounds/16 years old (therefore her knew her?)

Bumping this post for Miriam Peters and wondering if anyone fitting this description has since been associated with any other crimes.
Just to add to the possibility/speculation, that the chalk white poi, might be recently released from hospital or jail as Chorley 8 has suggested, might I add that such paleness could be indicative of an avid or pious student or someone white with rage.
