Judge named to lead review of Toronto police handling of missing person cases - CityNews Toronto

The Toronto Police Services Board says it has retained an Ontario Appeal Court judge to lead an external review into how the police force handles cases of missing persons.

The board says in a statement that Justice Gloria Epstein will be retiring Sept. 1 and will then “be devoting herself thereafter to the review.”

The announcement comes about three months after Mayor John Tory moved a motion to go ahead with the review, saying there were “troubling questions” in light of the killings for which landscaper Bruce McArthur has been charged.

While the review won’t look at the investigation into McArthur, who has been charged with eight counts of first-degree murder, it will examine how missing persons cases connected to the investigation were handled.

The review also follows the death in November 2017 of 22-year-old Tess Richey, whose body was found by her mother in an outdoor stairwell.

"Schlatter let out a disappointed sigh from the accused’s box as Superior Court Justice Brian O’Marra said his bail application had been denied.

Schlatter’s family members wept and hugged each other as they left the court room".

Accused killer to be tried for murder in Tess Richey case

It was determined Kalen Schlatter, 22, would appear on Dec. 31 at Superior Court of Justice to set a trial date — likely in the fall of 2019 — after Justice Mavin Wong gave her decision after a preliminary hearing."
 
Tess Richey’s accused killer appears in court
The 22-year-old man accused of the first degree murder of North Bay native Tess Richey appeared in court, Monday.

At that brief appearance in a Toronto courtroom, a date of January 17 was set for a judicial pre-trial for Kalen Schlatter in the death of Richey. A judicial pre-trial is a meeting involving the judge, Crown attorney and the lawyer representing the accused prior to the beginning of the trial itself.
 
It must be unbearable for Tess's family to wait another seven months for the trail to begin.
I am hoping that Kalen will plead guilty to a lesser charge so the Richey family can avoid a trial and having to relive her death again.
 
Kalen Schlatter will go on trail Jan. 13 for the murder of Tess Richey but have not seen anything if Kalen has accepted any plea deal. Kalen and his attorneys must be confident that the evidence is on their side but things might change once the trial begins.
