Oh gotcha! Sorry, I was confused. I thought it was maybe a combination - campground on the outskirts of a military base or something like that.
It did get me thinking about annual passes though. I bet if you (general you) have one it's even easier to get into a campground without showing any kind of ID, even if it's someone else's pass.
You aren't really far off base. The campground was not far from the military base at all, I think 30 minutes.
It could very well be easier. If you have a pass, you may not have to show anything but your pass to get in.
This is a bit a way from campgrounds, but a friend was telling me about a pass she got to the lake last summer. She got family passes, and they had your picture on them supposedly so no one else could use them, but they never checked the pictures against the person presenting them, so often they took different friends on the passes.
