Just wanted to bring this forward for discussion / further examination and brainstorming.

I would also like to look at Foxfire's posts re: disintegrating bullets more closely.

Apparently in several of the cars that had their windows smashed police could not find any bullets/bulletholes.

A long stretch I know but is it possible that the shooter used ice bullets ?

Apparently the Mythbusters have debunked it, however a formulation chemist says that it IS possible
if you improve the "recipe"

I tip my hat to the Mythbusters, but I have to say I believe it is entirely possible.

The Mythbuster ice bullet was brittle because they did not deaerate the water. A very cold, deaerated bullet would be hard, and not melt when fired.

Speaking as a formulation chemist,

Any problems with the ice bullet being brittle could be solved by doing a little chemical research using polymers to modify the rheology of the ice. This is a very common practice to modify fluid behavior.

I think a problem with using such bullets could be the impracticality of carrying around extremely cold bullets. This would require a generator and freezer. I bet you might have a design problem with getting gun powder to ignite at low temperatures, but I am confident that could be solved as well.
 
I don't buy the ice bullet theory just simply because its overly complicated. It also would mean the shooter couldn't load his gun until ready to fire. I think this guy is driving with the gun ready, waiting for the right target to present itself.

Does anyone recall, or have a link to describe, the injuries to Cori Romero? I recall her driver side window shattered, and she was shot in the neck. I recall hearing that the bullet passed clear through her neck, but can't find anything that says that. One photo I saw of her seemed to show a bandage on just once side, but couldnt be sure. I recall she mentioned something about an SUV or something that had been along side her. Is that correct? To me, it seems that she could be the key here.
 
This may be a stupid question, but does the high altitude and dense air pressure in Denver have an effect on windows shattering?

Just car windows? I think if that did happen wouldn't windows to businesses and houses etc be damaged also!

(All of a sudden everyone has loose sealings while driving in the same area, lol)

You know what I think might / could be interesting? Tricia assembling a panel of various experts (gun experts, auto glass experts, profilers, weather/geology experts, etc) and having them discuss this case on her True Crime Radio show. I wonder if she would be interested? This is quite a unique case, I think. Jmo

I've cleaned up the "Incident List" spreadsheet a bit for clarity and updated the "Time Tables" (the summaries of incidents by day and time posted earlier) to discount the Sunday 6/6/15 window shattering. Larimer Cty.Sh.Off. is deeming it to have been "due to road debris" as Margarita pointed out just below.

The causes of the window shatterings sometimes depend on who you talk to. Take the most recent window shattering on 6/6/15 on I-25 just south of the Berthoud exit (#250).

In a 9News story, Allison Sylte reports that "The Larimer County Sheriff's Office says road debris – rather than projectiles – are the cause."

But, in a West World story, Michael Roberts reports that police have determined that the 6/6/15 Donovan murder Grey killing is unrelated to the NOCO shootings, but that "... cops are not ready to make such a firm declaration in the case of another window shattering, this one occurring on Interstate 25 in the vicinity of Berthoud."

Some old news, from Crimestoppers, but posed to this thread for the first time, I believe. Casper, Wyoming is about 190 miles from the center of the NOCO shootings.

"Over the last month [May] the Casper Police Department has taken several property damage reports, including broken car windows, tires slashed to both personal and business property."

FORT COLLINS - Investigators are looking for a driver of a white Ford SUV in connection to the fatal shooting of a bicyclist near Windsor in May.

A task force, headed by the Larimer County Sheriff's Office, said Tuesday the person may have important witness information regarding the shooting death of John Jacoby. He was gunned down May 18 in Windsor as he rode his bike near Weld County Road 72 and Weld County Road 15.

A panel would be cool. I particularly liked the idea of tapping an auto glass expert, or someone in a position to give us a sense of how often windows normally shatter - the 'background radiation level', if you will, for that sort of thing.
