Bumping the article below from 06/04/2015 of the fatal shooting of 65-year-old William Roger Connole, Jr. and the article on the other June 3 shooting for reference..
Approximately two weeks later the 4th known shooting with the identical and well established modus operandi occurred only 2 miles away on the same night.
With this new delayed information, why is the NOCO Shooter Task Force PIO refusing to reveal to the public that this should now be deemed a serial murder investigation?
one or more offenders
two or more murdered victims
incidents should be occurring in separate events, at different times
the time period between murders separates serial murder from mass murder

In combining the various ideas put forth at the Symposium, the following definition was crafted:
FBI Serial Murder: The unlawful killing of two or more victims by the same offender(s), in separate events.
