The DMV would have a record of tag renewals. But if there’s no updates, I’m guessing water too. If they know where he was headed or what direction he left, they could do a Google Earth search. Maybe the car would be visible.

Could there be a yearbook photo of him? I see there's a Lee Hopkins, which is listed as a name for him, but I don't have ancestry. Unsure if he went to school there but he was only 24 when he went missing so maybe it's possible.
