I've been poking around at this reconstruction for the last few days and I think I'm finally close to satisfied. I couldn't find very specific information about her shirt, so I just used a generic flannel.

Cold Cases – Winter Park Police Department

Here is one missing from FL. Large gap in time and older than the birthdate given. She was known to use the alias Joyce and the height is close.
Putting the photos side by side, the resemblance is evident to me. The timing from 1985-1996 could be her being homeless and unknown. About 2-3 hours between locations.

Virginia Joyce Wilson, date of birth 1/15/1957, went missing on October 25, 1985 in the area of the 1100 block of Temple Drive, Winter Park, Orange County, Florida. Wilson was 28 years old when she went missing. Wilson went by the names of Ginny or Joyce. Wilson is described as a white female, 5′8″-5′9″, 125-130 lb, blue eyes and brown hair, timid and “mousy”. Wilson did not have any tattoos or scars at the time she went missing. Wilson was last seen wearing an unknown colored shirt and blue jeans. Wilson had graduated in 1979 from Rollins College.

Wilson’s parents stated that Wilson went for a walk around the lake and never came home. Wilson’s parents reported that all of Wilson’s personal belongings were left in the house. Wilson did not have a vehicle. Wilson had previously seen a doctor for an unknown type of psychosis. Wilson’s father reported Wilson talked to “angels” several months before her disappearance. At the time of her disappearance Wilson was possibly dating a man by the name of Patrick Moriarty that was approximately the same age. There is no other information about Patrick Moriarty.
 
I have been in contact with Boca and PBSO on this. I spent some time on the phone with Boca today and am told that there is an extensive file on her in Boca, including photos. They are pulling it out of storage for me. I will hopefully obtain it next week.

I sent @victoriarobinson642 a PM, and I would love for her to participate here and elsewhere, especially if we get some photos of Joy. She did a fantastic rendering above, imagine what she could do with a photo!

I've left a couple of messages with the PB ME office. I am super anxious to speak with the ME because the information that is out there says there is not a DNA profile and that is crazy to me. Palm Beach is a big county and they should have collected something. If not, I am sure I know where she's interred and would love to learn about how to get a DNA sample.

Lots to unpack with this case. My last pet case was Mostly Harmess/Vance Rodriguez and I have not been able to get into anything since that one. I worked with a group of collaborators on that one and it seems all of us are chomping at the bit for another case, and this may be it!

I don't think this is Joy, although I see a slight resemblance. Homeless people don't grow an inch or two and gain 40# in 10 years. The limited reporting I've seen said that the police thought she was a local, and not an indigent. She had told a Boca PD officer she was newly homeless and refused a ride to a shelter. Here in FL the homeless population have a look and it is definitely not a well-kept one.
 
I am still waiting for Boca to pull the records out of the archives. I talked to them earlier in the week, I think they may be scanning everything so it can be released digitally. I am so excited to get some information!

I've seen the shirt being described as blue/green and white small check or blue and white check. The sketch created by the artist shows a collarless shirt. I found this one on Ebay. It's preowned possibly vintage.

Question: if the UID didn't provide any ID to verify her name how do we know (if she gave her true name) that the spelling is correct? There is another way to spell the name that is fairly common: Niebauer. I've found a few in Florida that live on the east coast. I don't see any relatives called Joy or Joyce but I did find a Joyce and David Niebauer who sold a home in Michigan in 1979. Here's the link.

I got the case file today. It's huge and I honestly don't know where to begin. I have a lot of work to do to on this.

A few tidbits:

The detective on the case really worked hard on the case. He also worked hard on the name Joy Neubauer. He contacted every Neubauer in the vicinity and none of them had a missing person. He contacted every Joy Neubauer he found nationally and they were all alive and well. He also looked into SSN's and credit reports. There were no missing Joys even with different birthdates. I think Joy Neubauer was likely an alias.

While I did not receive any photos, I can tell you that the artist rendering of her in the file is much clearer than anything I've seen posted online. I plan on reaching out to the artist. I have requested a photo of her face from some of the agencies involved and if I receive one I will commission a new rendering done.

She was extremely well-kept. Good dental care including root canal and restorations to several teeth. Armpits and legs freshly shaved. Her hair was brown with blond highlights, something I've not seen mentioned elsewhere. She seems younger than 35, I know NamUs has her at 21-35 and I'd guess her to be mid to late 20's around 25-29 based on what I have read so far. She had acne, especially on the left cheek. She had never borne children.

Clothes were a bit of an anomaly. There seemed to be a mish-mosh. No shoes, mens shorts, a long sleeve shirt and a pullover near the body.

Her sweater/pullover was near her body.

So they did a lot of research on her name. I still think it is a possibility that they heard and spelled her name wrong. She was somewhat in distress and possible not speaking understandable. No id. By example Joyce or Jo can be heard as Joy and Neubrauer as Neubauer. So if her age is end 20's or maybe just 30 her dob can be correct or at least her birth year 1966 is.
About no children is good to know so no child is searching for their mother but a parent will be missing a daughter.
Can it be that she left her shoes at the beach when she took a swim? Or did she left her shoes at home? I wonder if she did took her shoes of for a swim, did she put her wallet/id in a shoe and someone stole it while she was swimming and that was what made her upset.
 
There is lots for me to dig through. There were 2 reports about her. The first was from the morning of 11/27 where she was screaming and somebody called 911. This is where she told the officer the name, DOB and that she was newly homeless. She had been swimming in her clothes at this encounter. This officer did note her clothing but I cannot recall if he mentioned shoes.

12 hours later she was found hanging from the lifeguard stand. There were no shoes or ID. They were extremely through at the scene, including documenting all the cars and license plates in the area and also searching trash bins. Interestingly the officers found a piece of paper with some names and phone numbers in the trash and these were investigated and they did not know her.
