I wonder if she took her own life. It sounds like she had a history of self harm.

Sad and possible...but I am not sure about someone doing that near a road? I have another idea -- that something happened and someone panicked, took her out of a car, leaving her at the roadside.

Or your idea, but she changed her mind, walked from somewhere nearby to seek assistance, but then collapsed near the road?

I think she'll be identified this year.
 
She does have a history of going out of state, could be a pattern imo
 

Alyssa Sullivan, missing May 27 out of Fort Pierce, FL, seems to be a very solid match to me IMO
Definitely does. No nose ring in the 2 photos of Ms. Sullivan. In my opinion, she could pass for much older than 15.
