I think LE needs to take a good hard look at MK. His MO of double kidnapping is very rare from what I have read. We have 2 double kidnappings in 10 months within 120 miles of each other and MK had ties to the area. The Iowa DCI has never released anymore about MK since the search for KS, they said during the search they were going to release more info but never have. I think the Evansdale PD had a press release in the Des Moines Register in late July. They said the reason they weren't releasing any information about the evidence was because there was so little evidence they didn't want to compromise what they did have.

Yes, robert, the abduction of victims in pairs is very rare. MJK, has two prior documented abductions of victims in pairs. MJK should have been placed at the top of the DCI/FBI/BHCSO's POI list in the E & L investigation, imo.

MK's 1st Victim; ELG's description of the physical violence that she suffered at the hands of the sadistic monster; Michael Klunder. multiple bruises and over 100 stitches. MK's physical violence, deviant behavior, and recidivism only escalated as he honed his evil skills with each innocent victim devoured.

If 12-year-old DH had not escaped, sexual predator MJK, would be stalking his next unsuspecting child in another quiet and friendly community with a false sense of security, imo..

This is why LE must share all information with the American Public when a child goes missing, especially when there are indicators of a probable stranger abduction as in Elizabeth Collins, and Lyric Cook's case. The present focus by LE is on prosecution. This priority must be changed to awareness/communication/prevention, by identifying and locating the predator before other innocent victims are taken, as in KS & DH's case, imo...

'Tragic Irony' - KS & DH were taken only days before National Missing Children's Day; May 24, 2013 ...

DAYTON, Iowa (AP)--- When Michael Klunder enticed two girls to enter his pickup truck near a rural Iowa school bus stop Monday, it was at least his third kidnapping in a long criminal history in which he was ordered to receive sex offender treatment as a teenager, according to police.

Even as authorities searched Wednesday for the still missing 15-year-old, residents and some law enforcement officials questioned why the 42-year-old Klunder wasn't locked up in prison or for treatment. In 1991, Klunder kidnapped a 21-year-old woman, who escaped, and later two 3-year-old girls, who were found alive in a garbage bin.

“It's unfortunate, looking at this guy's history, that he was able to walk the streets,” said Bremer County Sheriff Dan Pickett.

The FBI's Top 10 Most Wanted Fugitives List was established by J Edgar Hoover, over 63 years ago. Yet, many State and Local Law Enforcement Investigators cling to the antiquated close to the vest silence strategy over 50 years later. When abduction cases are not solved, or the predator not identified for years, if ever. How can there be integrity of an investigation?
How many more innocent victims must loose their lives or investigations grow cold before investigator's most valuable resource is utilized?

FBI's Top 10 Most Wanted Fugitives List

http://www.cbsnews.com/2300-504083_162-10013940.html

According to the FBI's website, the list is a publicity program designed to publicize particularly dangerous fugitives who might not otherwise merit nationwide attention, according to the FBI's website.

The program was founded on March 14, 1950, when a reporter asked late FBI Director J. Edgar Hoover for the names and descriptions of the "toughest guys" the Bureau would like to capture. The resulting article generated so much publicity and had so much appeal that Hoover implemented the top ten program.

Since its inception, 497 fugitives have been on the top ten list. Among those listed, the FBI says that 466 have been apprehended or located, including 154 fugitives who were captured or located as a result of citizen cooperation.

The current top ten Most Wanted Fugitives list is maintained on the FBI website and relies on the assistance of citizens and the media..

Imo, investigators should have known within hours after locating Klunder, whether he was responsible for L & L's abduction & murder. Imo, due to MJK's psychological traits, violent history of sexual assaults of females/children, geographical proximity, and very rare abduction of a pair of child female victims.

It should be obvious that MJK is responsible for L & L's abduction/murder, imo. The larger question, imo, is how many other unknown victims is he responsible for, and why would investigators not utilize all investigative resources to seek the truth? "Without Public Safety for our Families, we have nothing"...

Evansdale investigators: Klunder just one of leads in case
Published 1:19 PM CDT Jun 07, 2013

Investigators looking into the Collins, Cook-Morrissey case have said they are looking at Klunder as a possible suspect in their case.

Chief Deputy Rick Abben of the Black Hawk County Sheriff's Department released the statement:

"While Mr. Klunder's actions in Dayton are of interest to this case, our focus remains on all aspects of the investigation and he is not the sole focus of our attention. Other leads continue to be uncovered and investigators continue to follow-up on any and all information that comes in.

"We will continue to keep the public up to date as information becomes available."

CONGRESS PASSES BILL TO STOP EARLY RELEASE OF HARD-CORE CRIMINALS

"The most important role of government is to protect its citizens, Aimee's Law encourages states to do just that," Ose said.
"There is no excuse for the release of violent predators back into society. This act will keep murders, rapists, and child molesters off our streets."

WASHINGTON, DC, July 12, 2000 "Aimee's Law," the landmark anti-crime legislation co-sponsored by Congressman Doug Ose (R-Sacramento), today passed the U.S. House of Representatives by an unanimous vote. The "No Second Chances for Murderers, Rapists, or Child Molesters Act" will crack down on lax incarceration practices that result in short prison sentences and serious criminals repeating crimes on innocent victims.

According to the Justice Department, the average time served by men released from state prisons for rape is 5 1⁄2 years. For molesting a child, it is only 4 years; for murder, it is just 8 years. Every year, 14,000 murders, rapes and sexual assaults are committed by violent, repeat murderers and sex offenders.

The bill is named after Aimee Willard, a 22 year-old star athlete at George Mason University who was raped and murdered in Pennsylvania by a killer released from prison in Nevada.

Foxfire , I live in Boone. I am very familiar with the area where Kathlynn Shepard and DH were taken to by MK. Also Sunlight thank you for posting the link, I didn't know how to do it without it being blocked.

Robert, do you know why MJK had a temporary paper tag on his red Toyota truck? Was it a new purchase?

It about had to have been a new purchase. I have never seen a paper plate used any other time. And if the license plates had been lost, unlikely you would lose both at same time, the county DMV would have issued new plates on the spot.

Now if we just had a way to find out what type of vehicle MK drove before he got the Toyota Tundra.

robert goren, you took the words right out of my mouth... Imo, LE should release this info to the public. RG, if you are near the courthouse in the county where MJK lived, swing by and research it...please..

I looked at the Iowa DOT website, they won't do a registration search without the consent of the owner.

Here's a case where two teenage girls disappeared together from Carrollton TX back in 1988. The case is still open and the girls have never been found.

Interesting post, thank you for sharing it.

Interestingly enough, when you click on that link and read the article and then look at the pictures, the one male sitting on the end of the couch wearing the burgundy/rust-colored shirt sure does have a lot of resemblance to MK. (I "Googled" for pictures of MK and it brought up several). These 2 girls went missing in March 1988 and in February 1988 MK was released from Juvenile Detention and I believe it was 1991 when he was caught in Texas (Texas is where these 2 girls are missing from).

Klunder, 20 years old. Hair type isn't the same though, imo.

ETA, I should say the shape of his head isn't like the profile of this picture.

Found this finally about paper tags.

If the vehicle is not currently registered, the vehicle cannot legally be operated on the highways until the registration fees are paid.

The buyer may purchase a 30-day temporary permit from the county treasurer for a $25 fee.

How to sell your vehicle, Iowa DOT. (It differs here for paper plates as we have additional ways to obtain one. If your tags are expired & you have a disabled vehicle that needs to go from point A to point B...you can purchase up to 3 temporary tags in 12 months, one 15 day and one 30 day general tag.)

Yeah, but what did he drive before that?

When I posted the link on the two girls, I didn't pay much attention to who was in the pictures. I was thinking more that the age back then could work for the age now. Didn't even think about MK. Now you have me looking.
Check this picture. (it's the third one at the top)

Thanks for the heads up. I didn't notice him. I can't see his ears to compare.

Here's Klunder's timeline. He was released in Feb. 1988 & managed not to be arrested again until a year later.

February 1988 — Klunder is released from juvenile detention. He returns to Mason City and moves in with his father and stepmother.

Feb. 22, 1989 — Klunder appears at the home of a Mason City co-worker and asks to use the phone, saying his car had stalled. When the co-worker offers to give him a ride home, Klunder accepts. As they walk to her car, he strikes her to the ground and tries to choke her. Court records show he choked her until she had trouble breathing, and had visible marks on her throat.

On March 19, 1988 (Saturday) , 17 year old Stacie Madison had planned to spend the night at her friend, 18 year old Susan Smalley's residence in Carrollton, Texas

http://deaniepeters-missingangels.blogspot.com/2012/03/stacie-madison-susan-smalley-missing-24.html

FYI. 12 hour drive from Mason City, IA to Carrolton, TX. 852 miles. (not odd, we use to hit the road to FL from OH in a heartbeat growing up)
