On August 21st. 2018, at approximately 12:45 pm, the Fayette County Sheriff’s Office received a 911 call from 509 Main Street in Elgin, Iowa reporting that a 5 week old infant was having trouble breathing. Fayette County Sheriff’s Deputies and medical personnel responded to the scene. The victim was transported to Gundersen Palmer Lutheran Hospital in West Union, Iowa before being transported via medical helicopter to the American Children’s Family Hospital at the University of Wisconsin Hospitals & Clinics in Madison, Wisconsin. After a preliminary investigation, the Fayette County Sheriff’s Office requested assistance from the Iowa Division of Criminal Investigation (DCI). On August 26th, 2018, the victim, identified as 5 week old Lydia Rios, died as a result of her injuries. On 9/28/18, 28 year old Alicia Marie Rios, of Elgin, Iowa,(mother of the child) was arrested by Fayette County Deputies and Agents with the Iowa DCI. Rios was charged with one count of Murder in the first degree, a class “A” felony and Child endangerment causing death, a class B felony. Rios was taken to the Fayette County Jail and is currently awaiting her initial appearance. The Fayette County Sheriff’s Office was assisted in this investigation by the Iowa DCI, the University of Wisconsin – Madison Police Department, the Iowa Department of Human Services, the Fayette County Attorney’s Office and the Iowa Attorney General’s Office Area Prosecutions Division. If convicted, Rios could get Life in prison without the possibility of parole.

Sheriff Marty Fisher stated “It should be noted that a criminal charge is merely an accusation and all suspects are considered innocent until proven guilty in a court of law.”

The deputy reports Rios originally told him her two-year-old had a dropped a toy on the infant's head while she was sleeping in her car seat.
After the infant arrived in Madison, Wisconsin, the Fayette County Sheriff's Office was contacted on August 22 by staff who said the infant had "several skull fractures, two brain bleeds and was in a coma". The infant was placed on life support.

According to the application, two special agents with the Iowa Division of Criminal Investigation arrived in Madison on August 23 and interviewed Alicia Rios and her husband Abraham.

When the Fayette County chief deputy arrive at the hospital later in the day, he was told by one of the DCI special agents that Alicia gave him a confession, saying she had thrown the infant down and her head struck a table in the living room.
 
I know babies have been killed throughout history, but it sure seems like we are seeing more cases of it. Whatever torture, abuse these things can think up, they are doing to their own flesh. In some cases it may be do to stress, and lack of support, but some it's just down right evil! Has the lack of family units, lack of having multiple generations living in close proximity, lack of morals, or WHAT caused this change? What can be done to stop it? NOW?!?!

It is actually on the decline. Between 1970 and 1991 the infant homicide rate doubled. It remained stable between 1991 and 2000. Since 2000 it has been on the decline.
