VERY lucky. We often hear about how the child is often killed before 911 is even called - it can go so fast.

The article said police left his house after talking to him and then LE came back later to search his home. Thank God he didn't hurt her more or kill her in that in-between time.

(Pierre) – James B. Chadwell, a South Dakota Penitentiary inmate, was sentenced on Tuesday by Judge William H. Srstka, Jr. Chadwell had been charged with aggravated assault after attacking a guard at the penitentiary in March 2002. He was later tried and convicted in a trial to the court. Chadwell received a sentence of 10 years with 5 years suspended as a result of the conviction. He will begin serving this sentence after he completes a previous sentence. Prior to this event, Chadwell was serving time in the penitentiary for an aggravated assault conviction out of Pennington County that occurred in 2000.”

A post by M.A. with a photo posted about 4 hours ago jumped out at me.

I find the photo of JBC striking.

The ear gauges/holes are not visible in the straight-on mugshot angle. His earlobes themselves merely appear a bit long and swollen, standing out from his jawline. Which is a feature that always struck me about the OBG sketch – that the ears/lobes as drawn are not unusual, aside from being quite visible even under longish, tousled hair. As if the witness(es) who gave observations for the drawing definitely noticed them.

I am so glad his 9-year-old victim was found in time to save her life. As long as she has that, physical and mental healing is possible, although she has a long road ahead of her. Seeing JBC apprehended and held accountable for his crimes against her should help her in that process.

I can only imagine, now that he is charged with being a child predator, that his past activities will be scrutinized with exceeding care. This habitual offender may or may not turn out to be a big fish in other unsolved crimes, but with prosecutorial diligence his latest offense could be enough to consign him to a lifetime apart from other children and adults he would almost certainly try to victimize. MOO.

At approx. 7 p.m. Monday, Jason Walling pulled into the alley near his home after work and noticed Chadwell speaking with a woman in a car. Five minutes later, Walling's daughters called him to the window to see all of the police cars at their next-door neighbor's house – Chadwell's house.

Another neighbor who lives across the street from JC’s house also saw the police cars and said, "They pulled someone out on a gurney. I guess it was the little girl. They had her covered, so I guess she had injuries."

Walling and the other neighbour said Chadwell was new to the neighborhood, and he had told them he was buying the house on contract and worked at a local factory.

Chadwell is being held in the Tippecanoe County Jail without bond for the criminal confinement case.

I'd just like to point out that this guy has dark brown hair, whereas the guy described in another Indiana Crime (Delphi) has been described as having reddish brown hair, no? Can we rule this guy out based on hair color?

Based on hair color alone? No way. And LE would require a lot more than hair color to rule out a potential POI or suspect.

The shade of blue is the same on a few pictures (I always thought the jacket was tuned inside out on BG, hence no logos or buttons), some are wearing gloves, l would think a tool belt would be pretty common at the plant and I would also think an automotive plant runs on 3 shifts.

Maybe worth an email to the tip line, before someone else tries to take your idea as their own since there is a large reward on the line.

They should be able to seize his phone, and other electronics, etc. for this current investigation. Perhaps the FBI may want to take a look as well.

Also noting, he got a new phone which he refers to in a post, something about retrieving old contacts, iirc.

Images of child *advertiser censored* are not protected under First Amendment rights, and are illegal contraband under federal law. Visual depictions include photographs, videos, digital or computer generated images indistinguishable from an actual minor, and images created, adapted, or modified, but appear to depict an identifiable, actual minor. Undeveloped film, undeveloped videotape, and electronically stored data that can be converted into a visual image of child *advertiser censored* are also deemed illegal visual depictions under federal law.

Notably, the legal definition of sexually explicit conduct does not require that an image depict a child engaging in sexual activity. A picture of a naked child may constitute illegal child *advertiser censored* if it is sufficiently sexually suggestive. Additionally, the age of consent for sexual activity in a given state is irrelevant; any depiction of a minor under 18 years of age engaging in sexually explicit conduct is illegal.

Federal law prohibits the production, distribution, reception, and possession of an image of child *advertiser censored* using or affecting any means or facility of interstate or foreign commerce (See 18 U.S.C. § 2251; 18 U.S.C. § 2252; 18 U.S.C. § 2252A). Specifically, Section 2251 makes it illegal to persuade, induce, entice, or coerce a minor to engage in sexually explicit conduct for purposes of producing visual depictions of that conduct. Any individual who attempts or conspires to commit a child *advertiser censored* offense is also subject to prosecution under federal law.

Federal jurisdiction is implicated if the child *advertiser censored* offense occurred in interstate or foreign commerce. This includes, for example, using the U.S. Mails or common carriers to transport child *advertiser censored* across state or international borders. Additionally, federal jurisdiction almost always applies when the Internet is used to commit a child *advertiser censored* violation. Even if the child *advertiser censored* image itself did not travel across state or international borders, federal law may be implicated if the materials, such as the computer used to download the image or the CD-ROM used to store the image, originated or previously traveled in interstate or foreign commerce.

In addition, Section 2251A of Title 18, United States Code, specifically prohibits any parent, legal guardian or other person in custody or control of a minor under the age of 18, to buy, sell, or transfer custody of that minor for purposes of producing child *advertiser censored*.

Lastly, Section 2260 of Title 18, United States Code, prohibits any persons outside of the United States to knowingly produce, receive, transport, ship, or distribute child *advertiser censored* with intent to import or transmit the visual depiction into the United States.

Any violation of federal child *advertiser censored* law is a serious crime, and convicted offenders face severe statutory penalties. For example, a first time offender convicted of producing child *advertiser censored* under 18 U.S.C. § 2251, face fines and a statutory minimum of 15 years to 30 years maximum in prison. A first time offender convicted of transporting child *advertiser censored* in interstate or foreign commerce under 18 U.S.C. § 2252, faces fines and a statutory minimum of 5 years to 20 years maximum in prison. Convicted offenders may face harsher penalties if the offender has prior convictions or if the child *advertiser censored* offense occurred in aggravated situations defined as (i) the images are violent, sadistic, or masochistic in nature, (ii) the minor was sexually abused, or (iii) the offender has prior convictions for child sexual exploitation. In these circumstances, a convicted offender may face up to life imprisonment.

It is important to note that an offender can be prosecuted under state child *advertiser censored* laws in addition to, or instead of, federal law.”

Because the term “child *advertiser censored*” is used in federal statutes, it is also commonly used by lawmakers, prosecutors, investigators, and the public to describe this form of sexual exploitation of children. However, this term fails to describe the true horror that is faced by countless children every year. The production of child *advertiser censored* creates a permanent record of a child’s sexual abuse. When these images are placed on the Internet and disseminated online, the victimization of the children continues in perpetuity. Experts and victims agree that victims depicted in child *advertiser censored* often suffer a lifetime of re-victimization by knowing the images of their sexual abuse are on the Internet forever. The children exploited in these images must live with the permanency, longevity, and circulation of such a record of their sexual victimization. This often creates lasting psychological damage to the child, including disruptions in sexual development, self-image, and developing trusting relationships with others in the future.

The expansion of the Internet and advanced digital technology lies parallel to the explosion of the child *advertiser censored* market. Child *advertiser censored* images are readily available through virtually every Internet technology, including social networking websites, file-sharing sites, photo-sharing sites, gaming devices, and even mobile apps. Child *advertiser censored* offenders can also connect on Internet forums and networks to share their interests, desires, and experiences abusing children, in addition to selling, sharing, and trading images.

These online communities have promoted communication and collaboration between child *advertiser censored* offenders, thereby fostering a larger relationship premised on a shared sexual interest in children. This has the effect of eroding the shame that typically would accompany this behavior, as well as desensitizing those involved to the physical and psychological damage caused to the child victims. For this reason, online communities attract and encourage new individuals to join them in the sexual exploitation of children.

The methods many offenders use to evade law enforcement detection have also become increasingly sophisticated. Purveyors of child *advertiser censored* continue to use various encryption techniques and anonymous networks on “The Dark Internet”, attempting to hide their amassed collections of illicit child abuse images. Several sophisticated online criminal organizations have even written security manuals to ensure that their members follow preferred security protocols and encryption techniques in an attempt to evade law enforcement and facilitate the sexual abuse of children.

Unfortunately, no area of the United States or country in the world is immune from individuals who seek to sexually exploit children through child *advertiser censored*. The continuous production and distribution of child *advertiser censored* increases the demand for new and more egregious images, perpetuating the continued molestation of child victims, as well as the abuse of new children.”

“The FBI’s Child *advertiser censored* Victim Assistance (CPVA) program serves as the central repository for information on identified victims of child *advertiser censored*. Pursuant to federal statutes, law enforcement may be required to notify victims each time images of their victimization are seized as part of an investigation. The amount and frequency of notifications can be overwhelming, especially as victims may have difficulty coping with the impact of the crime and its ongoing aftermath.

She probably searched the immediate area, ran to neighbours/friends to check first....? It takes about 20 minutes at least to figure out if a 9 yr old is really missing because they may be allowed to walk next door or across the street to a playmate's house, but with permission, and so parents hope that is what happened...

I thought I saw a post from Feb 14, 2017. He shared a post - it was a video of a dog rolling around in the mud. His previous post to that was a week before, Feb 7.

But there are few FB posts before March 2017, when he starts to be quite active with postings.

I am not a FB person so this is, as Dr. Osterholm calls it, like drinking barbed wire. Earning my pay and taking one for the team tonight. We are invested. That I know, good to see you all.)
Love the Dr. Osterholm quote and that he is being quoted. I had gone through four years of another FB person’s disgusting posts just earlier this week. JBC’s are so much more mixed and this reminds me that the most vile people on Facebook might not be as dangerous as those who may come off as simply toxic/flawed/troubled or even just immature. Some of the most dangerous may even appear kind and thoughtful.
 
Surely if this chap was done for a hit and run / went to prison his DNA would be on file ? and if that's the case I'm sure the Delphi DNA would also be in the system etc ? Wouldn't there have been a hit when the initial checks were done ? JMOO

Depends on how much DNA is available in prior cases. If it's a complete sample that contains the full 13-20 loci that CODIS uses, then a "hit" would generate if he matched.

However, if prior cases had a partial sample, with markers at, say, only 10 of the loci, then that's not enough to say that he's a match. It may or may not be enough to eliminate him. If there's any difference between his DNA and the sample they have, obviously he's ruled out. But depending on which loci are present and how common the alleles are at those loci for his ethnic group, he could still be consistent with the sample but not a "match."

The hit and run was likely another person with that name since JC was in prison at that time. But I am wondering if they have his DNA from that prison stint in SD.

50% of me is hopeful and 50% of me is braced for disappointing news.

The good news is, this guy is locked up and can't hurt young girls anymore.

There is a post in his fb about his father (same initials) drinking and driving, a wrecked car, etc, so there's obviously a generational alcohol issue happening. It's a little hard to tell between father and son on the court documents because it seems the II or Jr. is not always included.
