Sheriff who led standoff worries about officers

But this article answers some of my questions.
PE was on a mission to his self harm. We know his victim was let go he flees for 6 days. States he wanted to call his wife. Did he have self harm thoughts before this poor victim around 4am? To get caught?

I guess my understanding is that he lived at the 900 address, and that's where the woman got the flat and was first approached. He followed her just up 900 to another driveway and that's where he attacked and abducted her. The parent's address, the farm on 775, is where he took her to the barn. Is this correct?
Sorry, but it isn't clear to me exactly. How is he lurking outside whichever property at 4.30 a.m. and none of his relatives or neighbours notice?
 
Which one? The one where the crime was committed on 775 or the E Lafayette one? Which one did he actually live at?

So the crime was committed at the address listed in the newspaper. So does he live at the parents address, if he was there at 4.30 a.m?
His is on 900 but I’m getting a vibe that he was living at the parents on 775. Also county records shows he owns another property in the area.
 
To your first question re DNA:
DNA is a tricky subject and actually a developing area of the law.

That being said, there is no law in the United States that I know of that bars the next-of-kin from authorizing the taking of a DNA sample from their loved one except maybe in the extraordinary situation where the deceased had expressly stated in writing beforehand that he or she did not want DNA testing to be done. So PE’s family could authorize it. Would hope that they would.

Could LE execute a warrant and obtain a sample of his DNA from the ME? Maybe? He is dead and cannot be prosecuted for a crime. But a person arguably has no corporeal rights when dead. I’m not a criminal attorney but my gut says they could obtain a warrant for his DNA to potentially solve another crime. They will have to meet the requirements for a warrant meaning they can’t just take his DNA on a hunch.

To your second question, no he cannot he convicted or tried post mortem. We only try and convict live people because the deceased cannot be punished or serve a sentence.

FYI I’m not a criminal attorney and not licensed in Indiana but I remember basic criminal law from the bar exam and can answer general questions. DNA is a very murky area of the law at the moment. Hot topic of discussion and debate for lawyers

BOONE COUNTY, INDIANA - The Boone County sheriff who led a multi-agency police standoff Thursday with a Tippecanoe County rape suspect says he wants to ensure the officers on the scene receive the mental health services they need.

Boone County Sheriff Mike Nielsen described the event as "traumatic."

"I've seen things that I can't unsee," Nielsen said Friday. "This is one of those that I will never be able to unsee."


Nielsen has been sheriff for 36 years and has become passionate about ensuring officers receive access to proper therapy and mental health programs.

With the standoff ending with a suicide, Nielsen said he wants to make sure officers on Thursday's scene are taken care of emotionally.

"They may have went home safe, but we've got to make sure they're safe for the next year and the rest of their career," Nielsen said.

I still wonder what Paul Etter was doing on February 13, 2017, his occupation( farmer/manager of family properties ??), and what vehicle he was driving at the time ? What is the closest Etter owned property to the Delphi Park ?..... I do not believe that Paul Etter got up on the day of his kidnapping/rape and for the first time decided " I think I will carry a gun and handcuffs around with me today. I just might need them for something."
bump.......I bet his wife/ex-wife knows what he was really like. I betcha this man had possibly long running " hidden deviant behavior issues ."
 
Did we ever hear if that comment to the news source about the devil made him do it and him being inebriated was actually him who wrote it ?

I think MSM reporting has been lacking to say the least. There has been little reporting on this guys background. If I was a local reporter I would be interviewing everyone and digging deep. Anyone with a inquiring mind has to have their suspensions. This could turn out to be a potentially bigger story soon.

Yes it sure is odd that nothing more has been in the news on this situation. Too quiet.
 
I do wonder if people were afraid of him. In a MSM in tread a young teenager (neighbor) female quoted him as creepy. Stating he stopped and talked to her before and she felt uncomfortable.

The sheriff stated the firearm he had (PE) to shoot himself malfunctioned. Causing the 1st shot (self infected) to bring him down but had to shoot 2nd shot 5 mins apart. Never heard of such.
The victim he kidnapped at gun point seemed MOO he used to control his victim by fear. As he did in the end using the firearm to control his end.

Sad ending for his family but CLOSURE for sure. Do dead men talk?

I think my reading from a interview recently transcribed on L/A thread with LE it was said something like ...yes we have DNA but DNA is from many sources like the victims and so on. I gathered what he was saying is we’re not certain if the DNA we have is the killers DNA...in a round about way as to not really fully answer the question.

A problem I see now is that LE says they are withholding evidence back from the public because there are things only the killer would know. But what if the killer is dead. In that case they will never be able to verbally match up information. Does that make sense?

Maybe the BG DNA is contaminated or partial only ?.....moo

So you’ve got the neighbor girl saying he was creepy and the 26 year old also described him as being creepy and that is why she declined his offer to help with the flat. That’s interesting that their description of this guy is the same and potentially 2 other girls felt the same way.
