seems it may have been from same link - "Churches, city leaders, and others came together to pray for their community Sunday, in response to the partial body found in a dumpster at Stone Bridge Apartments last week."

At first I thought maybe the body was simply decomposing but it actually sounds like he was dismembered.

According to Fayette County Coroner Gary Ginn, tissue and bone fragments from a foot were found closer to the apartments Friday morning, and Ginn says he believes the fragments to be a part of the body found.

According to Ginn, a maintenance worker unknowingly dragged the body in a plastic bag to the dumpster after cleaning up the parking lot. Investigators think the bones and tissue found around the apartment came from the plastic bag, which Ginn believes was dragged on the ground by the maintenance worker due to its weight.

Ginn says this discovery is a closer step to finding who placed the body at the apartment complex.

“Now we know the person who was actually placing the remains of this individual at the dumpster was not the person who was trying to dispose of the human remains,” said Ginn.
 
This has been haunting me since I saw the first news article.
I might be speculating, but it is a small child (7-13). The tattoo doesn't matter too much because there are so many people in the area who will tattoo their own child or give "permission" to scratchers to tattoo their kids.

As sad as it is, this doesn't scream "missing child", but moreso "disposing of a child that I didn't want". There's no NAMUS missing persons in the height/weight/age range for the John Doe. A child who is cared for in this area is going to be reported missing. Instead there is a body (potentially dismembered) near a dumpster.

Investigators believe the unknown man was 5’1” tall and weighed at 84 pounds at the time of his death. Additionally, investigators observed that he had light brown to blond hair that was approximately two inches in length. He was stabbed in the heart and so investigators have classified the case as a homicide. Advanced decomposition has made it difficult to learn anything more about the man, including his age.

So unlikely Hispanic as someone hypothesized above.
 
Glad Othram has taken this case on, and am hopeful that in time, the decedent's identity will be known. Oakie's theory that it could be an abused and starved, special needs patient is certainly plausible.
