I would say that this guy was clearly over the deep end. And who knows for how long. Who among us doesn’t open the door at their house with a handgun in their hand? Seriously in Lewiston Maine ?

Also it seems that at least on two occasions, both when with soldiers, he thought people were saying that he was pedophile. Jeezum. How do you get that in your head. Maybe LE should be looking on his computer IMO.

“In the parking lot [he] accused three of them of calling him a pedophile and said he would take care of it,” it went on. “One of the soldiers who had been friends with [him] for a long time was there. [He] got in his face, shoved him, and told him to stop calling him a pedophile.”
"The man( RC) and a friend who was a soldier were driving home from a casino when he started talking about people calling him a pedophile, the National Guard statement to Sagadahoc County Sheriff’s Office said.
When [his friend] told him to knock it off because he was going to get into trouble talking about shooting up places and people, [he] punched him,” the statement said. “According to [the friend], [he] said he has guns and is going to shoot up the drill center at Saco and other places … [the friend] is concerned that [he] is going to snap and commit a mass shooting.”
"The information obtained by CNN describes how the Sagadahoc County sergeant called for backup, tried without success to talk to the reservist and then received disturbing details from the Maine National Guard and the shooter’s family.
The responding sergeant from the Sagadahoc County Sheriff’s Office was told “when [he] answers the door at his trailer, in the past he usually does so with a handgun in hand out of view from the person outside,” according to the source familiar with the welfare check report.

ALL JMO – But It seems to me he raised his hand a few times and announced I AM A TICKING TIME BOMB -but everybody seemed to pass the buck -
"The unit commander told one officer that the man no longer had any Guard weapons and arrangements had been made with his brother who had retrieved his personal firearms. The commander also reportedly told the officer that he thought it best to let the man have time to himself."

This is horrifying! He clearly needed expert help! I said it last week and I'll say it again, this was a systemic failure and it should have been dealt with weeks ago. I am distraught for the victims families as they read these findings. So unfair!!

LaChapelle added "we did what we were supposed to do and hopefully saved a lot of lives by the proper, just following the proper procedures.”

Had Card succeeded in buying the silencer, LaChapelle, the city council president in Lewiston, Maine, said he believes the rampage might have even been more deadly because people at the two locations would not have heard the rifle fire.

At least someone did the right thing. I stepped away from this thread after he was finally found, but with the new reports I had to come back to see what y'all thought. It sounds like his family was trying to get some help for his issues, but they weren't being heard. So many dropped the ball here, and that needs to be seriously addressed.

I hope this neighbor isn't Liam Kent, because he's been discredited and then some.

Their property was over 100 acres so I don’t think it would be out of the question or unusual to be shooting guns or for neighbors to hear that happening. It’s Maine. Maybe they had targets set up or cans. Or were skeet shooting. JMO
 
A bit more on SFC Robert Card: Army spox says that after his medical evaluation in July — done after unit leadership observed him ‘behaving erratically’ — the Army directed he “should not have a weapon, handle ammunition, and not participate in live fire activity.”

"The Army also declared the service member non-deployable due to concerns over his well-being," the spox LTC Castro said. "His company commander was notified of the restrictions. The USARC Surgeon Office and USARC medical management made multiple attempts to contact Card."

(Re: the bit about making him non-deployable, worth noting again that he did not have any combat deployments on his record.)

@waldojabba, please excuse my dumb question: why do people purchase the assault-type rifles? What type of hunting are they used for? Thanx!

If they were afraid to do it, why didn''t they call LE and ask them to intervene?

I suspect its going to take a full investigation to find out why this was allowed to happen.
 
When and how was he discredited? I thought he was a neighbor?
He hasn't lived there in many years and apparently said some untrue things about the Card family. He also said in his interview that there was a baby killed at the bowling alley, among other things. He's pretty much scrubbed his recent SM due to the backlash. JMO.

Agreed, but LK took it way further than just skeet shooting or targets in his interview. Pretty much made them sound like a crazy militia compound. I know there were rumors going around about RC being in a militia group, but never saw any proof of it. JMO.

FBI and Dept of Homeland Security will be investigating. We will probably find out some time in the not too distant future.

Fortunately, they take that activity much more seriously these days, as they should. These groups present a real threat to LE, public officials and the public in general.
 
According to the Sheriff, his deputies first interaction with Card was back in May when his family expressed concern that his “mental health had started to decline in January.” “They were concerned for his well-being that Mr. card had access to firearms” - The Sheriff wrote

I do know quite a few people who hunt and own guns. I really don't engage with them about why they buy certain guns or what they plan to do with them.
I don't have guns and I don't go hunting so maybe someone else can answer your question ?

Where I live, LE doesn't come and take people's weapons away unless they have been charged with a crime. If charges can be laid (we on Websleuths know that's not a quick or easy process), then the guns can go.

And I live in a state (California) where gun laws are strict. But taking away someone's property (of whatever kind) without due process seems to violate the US Constitution.

So that recourse didn't exist for this family, IMO.

Instead, they have to hire a domestic law attorney, a private psychiatrist or two, and go to court for a conservatorship. Most people have no clue how to do this - or that they can do it.

There is nothing LE can with an adult who has yet to commit a crime. And the process by which family members can get control over a person are not at all well known. And it is expensive in many cases.

IMO.
 
Law enforcement and the Army were warned about Maine shooter Robert Card’s mental health.

An Army Reserve Commander told a Sheriff’s Deputy last month: “It was best to let Card have time with himself.”

Thanks for the response! Both the media and LE have used terms to describe the weapon. Don't the military use the rifles to inflict as much damage as possible on the body whether it be human or wild pig?

This is a good question and should be asked because most people don't have or interact with guns much any more.
Rifles are long guns, they can be bolt action, lever action, semi automatic or fully automatic.
Shotguns are also long guns, but they are used for smaller prey, like birds or rabbits.
While rifles fire a single bullet, shotguns fire buckshot or shotshell.
As for the type of rifle:
Bolt action rifles can hold up to 5 bullets.
Lever action rifles usually hold 6 bullets
Semi-automatic rifles hold 10 bullets
Automatic rifles hold 30 bullets, but the max is 100.

Like a previous poster said there isn't a definition of "assualt rifle". Any rifle is capable of being used for "assault" so the basic definition would be any rifle. Shotguns are good for small targets, or for very close mid-size targets. But for hunters, semi-automatics are the choice. They are more precise at farther distances and when you're hunting something like moose and you're not a sharpshooter, you want to be able to take the animal down. Hunters also don't want to injure an animal and then have it run off into the woods and have to follow it. It's not acceptable to injure an animal and let it die in pain.

As for what the military uses? They don't use any AR weapons. They do use a wide variety of weapons, including knives, handguns, shotguns and rifles. To inflict the most damage they use carbine, automatic, submachine and machine guns, all of which are illegal for civilians (National Firearms Act of 1934).
