How the Amber Alert Failed Hailey Owens

Hailey Owens is the victim of a broken Amber Alert system. Hailey was kidnapped in front of witnesses in the 3200 block of West Lombard St., in Springfield, MO at 4:48 p.m. on February 18, 2014. By 5:00 p.m. the witness had provided local law enforcement with the suspect’s description, vehicle make, color & license plate. Based on eyewitness accounts and the information provided to law enforcement, the Amber Alert should have been issued in minutes. Unfortunately, Springfield PD is not authorized to issue Amber Alerts. That is the responsibility of the Missouri State Highway Patrol.

At 6:00 p.m. the Springfield PD issued a news release and posted information about the abduction to their social media sites. Unfortunately, a news release carries neither weight no the sense of urgency of an Amber Alert. A statewide Amber Alert was issued at 7:07 p.m., two-hours and nineteen-minutes after Hailey was kidnapped. Information was distributed to all area law enforcement agencies and media outlets. The suspect’s description, vehicle make, color & license plate were finally released to the public.

Craig Michael Wood, who was a middle school football coach for 16 years, has been charged with first-degree murder, kidnapping and armed criminal action in the girl's death.

According to court records, Hailey's body was found in Wood's basement, stuffed into trash bags and plastic containers, and prosecutors said she was shot in the back of the head.

Wood, who is being held without bond in Greene County Jail, has pleaded not guilty.

As an aside (and many here already know of this), this site seems to be the most thorough in mapping sexual offenders in one's neighborhood. You can click on the icons to find out in more detail the nature of the offense. Useful to check prior to moving to any new neighborhood, IMO.

I have been out of touch for a couple of days and am trying to catch up.

Is there still a belief that this is not his first crime of this kind? Here is the map that I had done last week of areas of note with regard to Hailey, as well as possibly connected crimes.

There was an article this morning that I read about Stephanie Mahaney, but it appears that someone is in prison for his crimes against her.

I am beside myself with thoughts of this precious child... I have prayed a dozen prayers asking that she didn't suffer.

At the same time I've prayed the thing that murdered her suffers.
