The time discrepancies of the time she was pulled over and when she texted the friend she was being pulled over are frustrating. Also, it was reported she went to the ATM after she was pulled over. Add this to my confusion list.
 
Spokesperson for the Kansas City Police Department Darin Snapp says 20-year-old Toni Anderson got off work around 4:15 a.m. Sunday and was later pulled over by a North Kansas City police officer near a QuikTrip in North Kansas City for an illegal lane change.

Snapp says Anderson told the officer she was almost out of gas, and the officer pointed out the nearby QuikTrip.

"So the officer just told her, you know, there’s a gas station right there, gave her a warning for the violation and watched her actually go to the QuikTrip," Snapp said.

According to Snapp, the investigation has revealed that Anderson was headed to meet friends at a downtown business but never showed.

Snapp added that it is unclear why Anderson veered to the north before heading downtown, which is where she also lived.

Anderson's boyfriend previously told FOX 4 Anderson's co-workers at the Chrome entertainment bar on 40-Highway said Anderson mentioned that she was headed to a gas station at 31st and Southwest Boulevard. However, there is no evidence that she made it there.

This is the one I marked on the map as ATM. What was she doing in North Kansas? I wonder if that would be Grand Blvd, Pink?

I would imagine it is Grand Avenue. Grand Avenue is near UMKC (within walking distance) and is approximately 17 minutes away from her work.

If it is Grand Ave. which seems likely, it is very near some places that I would not feel safe wandering around by myself in. I have been to that particular area many many times and I know exactly where she may have lived.
 
Based on the known timeline, I'd say she was pulled over first by a real cop (NKCPD at 4:25 am) and then a fake one (at 4:42 am).
 
I think these are the times we have:

2:45 am - texted friend she was to meet
4:11 am - left work
4:25 am - stopped by NKCPD (article says around this time) (Thank you kdg411!)
4:33 am - attempted 2 ATM withdrawals
4:42 am - texted friend she was getting pulled over
9:30 pm - cell phone went dead (Thank you Elainera!)

Last seen - QuickTrip ATM (4.33am)
Toni Anderson was last seen using a QuikTrip ATM on 31st Street at Southwest Boulevard around 4:30 a.m. She was driving a black 2014 Ford Focus

If Toni was stopped by NKCPD at 4:25am it can't possibly be near to one of the QuickTrips in North Kansas City can it? It must be the one she used the ATM at? 8 minutes difference is not enough and it makes no sense. The QuickTrip is RIGHT on the state line too, that has got to confuse matters

I can't help much, but I just want to think out loud for a second - I am sooo confused by the timeline.

My understanding was that she stopped to get money out the ATM at QuickTrip and then AFTER she got stopped by LE. I thought that's when she had texted the friend saying she had gotten pulled over again...but according to the timeline posted she got stopped by LE before arriving at QuickTrip. Does this mean that she was indeed pulled over by a second person after the QuickTrip stop? Is it possible that she didn't have service or something was wrong with her phone that the text didn't actually send to the friend until 4:42? That has happened to me quite a few times..I'm not sure what time it would actually show up as the text being sent if the text didn't send until later. Maybe she did send that text when she got pulled over, but it just sent late? Also, how do they know that her phone "died"?

Maybe some of the confusion is because she didn't say she was "being pulled over", she said "pulled over again". She very well may have been referring to being pulled over earlier. I don't think she was pulled over twice.

A bit more info here..

Kansas City police continued their search for a 20-year-old woman who was last seen Monday after failing to meet with friends after work.

Toni Anderson had just left her job around 4 a.m. and was on her way to meet friends at a location near downtown.

Later that morning, Anderson was pulled over by a North Kansas City police officer on Missouri 9 for an improper lane change. Anderson told the officer that she was almost out of gas. The officer gave Anderson a warning and watched as she drove to a nearby QuikTrip, said Officer Darin Snapp, a spokesman with the Kansas City Police Department.

A missing person’s report was filed after Anderson failed to show up at the after-work gathering.

“What we usually do is backtrack and see exactly where that person was last seen,” Snapp said.

Investigators are using license plate readers and video surveillance and tracking Anderson’s cellphone during their search.

Detectives are also trying to determine what caused Anderson to drive towards North Kansas City.

Her parents also say for insurance purposes they had a GPS tracker on her car, and they hope that will help them find their daughter. She drives a 2014 black Ford Focus with Kansas plates: 989 GAX.

If there is a GPS tracker on her car, why can't they find the vehicle?
 
4:33 - used the ATM at the QuikStop on MO/KS border.
4:42 - texted friend to say she was pulled over again.

Unclear whether she's referring to earlier stop at 4:25 am.

It would be good for the North Kansas City PD to say WHERE they stopped her. That will help with the confusion over her route from Chrome to QuikStop which doesn't appear to go to North KC. I bet the North KC PD pulled her over on I-70, near where 29 comes in. 29 comes from North KC. Or she got off at the exit near Grand Blvd, heading towards 31st.

That timing works.

The question now is, what happened after.

ETA: Ok, so they pulled her over on 9, probably near or on Locust Street. That's a bit odd, since 9 ends at the 29 / 70 / 35 / 24 interchange, not farther south. You'd expect her to go 70 to 670 to 35.

Anyway, assuming she's pulled over on Locust Street near downtown. The cop follows her for 2.2 miles to the QuikTrip.

I'm getting caught up in the weeds here...

Idk Knox, now they are saying she never made it to the QuickTrip she was intending to go to and was in North Kansas, where she was pulled over by police, low on gas and directed to a QuickTrip close by in North Kansas.
 
So she did two transactions at t the Atm? Did I read that right in the article? I wonder why two transactions?
